We have an opening for a Work Planning & Control Manager. As the Work Planning & Control (WP&C) Manager you will provide a consistent assessment, approach, evaluation, and review of highly complex and sensitive issues/challenges to create innovative solutions and strategies that support the operational mission. You will be responsible for the continued implementation of the new enhanced LLNL WP&C process and report administratively to the Deputy Principal Associate Director. This position is in the Operations and Business Principal Directorate (O&B PD) Office.

This position will be filled at either the TSS.4 or TSS.5 level depending on your qualifications. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.

Essential Duties

- Promote consistency and quality of WP&C throughout the Operations and Business Principle Associate Directorate (O&B PAD).
- Refine and expand the Competent Worker Qualification program for all of O&B with planned and scalable program expansions across the organization (with the exception of the Nuclear Operations functions).
- Author documentation (i.e., procedures, processes, protocols, guidance memos and reports) related to O&Bs implementation and expansion of WP&C,
- Serve as point of contact for audits, assessments and Functional Management Reviews that are associated with or impact WP&C within the O&B PD, including serving as the O&B representative for the Work Control Review Board (WCRB) and developing and monitoring Safety Management Plan goals and tasks within the O&B PAD related to work control.
- Provide technical staff support to the O&B Deputy Principal Associate Director, Principal Associate Director and staff as key stakeholders and partners including the DOE Livermore Field Office (LFO).
- Provide technical and operational direction of multiple, simultaneous efforts involving the prioritization, preparation and approval of procedures, policies and plans related to the implementation of work control within rigid timelines.
- Serve as O&B Representative on Stakeholder Advisory Groups (SAGs) and broad-based PAD-level and institutional committees/work groups including Environmental Safety and Health (ES&H).
- Develop and provide training on WP&C concepts and implementation to management and work groups.
- Perform other duties as assigned.

In Addition at the TSS.5 Level

- Manage and direct the implementation of the WP&C Program, the development, utilization and enhancement of the associated WP&C tool for both mission and site-wide service provider work and monitor the effectiveness of the WP&C Program implementation, providing strategy and course correction if necessary.
- Partner and collaborate with the WP&C (Functional Area Manager (FAM) and other organizations across the Laboratory to establish a framework to continually assess, prioritize, execute and measure both short and long-term institutional needs that will ensure the viability of the WP&C Program.
- Influence senior management, stakeholders, the WP&C FAM office and laboratory employees and internal/external partners in the implementation of the WP&C process within O&B and the laboratory.
- Define and develop relationships with external partners including other national laboratories/research facilities, external government agencies such as DOE Facility Contractors Group (FCOG) is a subject matter expert/mentor/coach for staff across DOE complex. Regarded an external resource for working groups and assessment teams.


- Bachelors degree in a scientific, engineering, or related technical field or equivalent combination of education and related experience directly related to the role.
- Subject matter expert knowledge of Work Planning and Control processes, procedures and protocols.
- Experience managing programs, projects, initiatives or efforts related to an organizations operations.
- Significant experience developing responses to internal or external audits for line management.
- Significant experience developing corrective actions to identified deficiencies utilizing causal analysis methodologies.
- Significant experience preparing and approving procedures, policies and plans related to the implementation of work control and making decisions related to the implementation of a program, which may require coordinating multiple, simultaneous efforts and determining prioritization.
- Expert communication (both verbal and written), facilitation, and collaboration skills necessary to effectively present, explain, and advise line management, external stakeholders, regulators, and sponsors on O&B program implementation.

In Addition at the TSS.5 Level

- Extensive leadership and management experience in a large-scale, mission-oriented organization consisting of multiple organizations with varying levels of oversight and technical and operational management required.
- Extensive experience with leading/managing operational programs with an emphasis on work control, facility operations, risk management, or Environmental Safety and Health (ES&H) areas, which may include planning, overseeing, and balancing operational and budget priorities to achieve desired results.
- Substantial experience in being politically adept, influential with the ability to build strong and sustained partnerships across diverse and broad internal and external organizations.

Desired Qualifications

- Knowledge of the DOE Orders governing work control and DOE/NNSA complex and relevant policies, standards, and requirements including OSHA and NFPA codes and standards.
- Knowledge of and experience with maintenance, construction, and field operations work.

Pre-Employment Drug Test: External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test. This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance: This position requires a Department of Energy (DOE) Q-level clearance.

If you are selected, wewill initiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship. If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.
