We havean opening for a Communications Manager to serve as part of the management team in the Weapons Infrastructure (WI) Program. You will work closely with program leaders, project leaders, technical and functional support staff to develop and communicate programmatic strategies, project performances, and technical issues related to programmatic, facility, and infrastructure capabilities. This position will be in the Weapons and Complex Integration (WCI) Directorate.

Essential Duties

- Provide strategic communications planning for short and long-term projects by defining technical policy, frequency and channels of communications, content, audiences, and key deliverables for high level extensive (WCI) program reviews. Coordinate all aspects of development and review work of team members.

- Develop and implement complex communication plans including technical content and coordination of the full spectrum of editorial and communication services (e.g. editing and writing content for reports, presentations, and web-based projects).

- Develop original content of technical documents and create an effective communication plan to deliver the new materials.

- Develop and implement multiple complex project plans on large, costly, and/or difficult communication products in timely manner (e.g., proposals, annual reports, presentations to technical review councils, web sites, and conference papers/proceedings).

- Serve as final quality check on complex documents/projects with multiple authors, who are often affiliated with other government, international, or commercial entities.

- Partner with web administrators on the development, navigation, content, and functionality of web sites and multiple simultaneous projects and results achieved; often guiding the work of other professionals including quality assurance testing and release to production.

- Serve as a final quality check for all production assignments through interactions with the Print Plant, designers, website developers, or multimedia professionals on complex production jobs.

- Perform other duties as assigned.

Qualifications

- Bachelors Degree in journalism, media relations, communication, policy, or scientific area, or the equivalent combination of education and experience.

- Experience in media relations, corporate internal communications, leading production and establishing production team budgeting, scheduling, and quality of communication related projects.

- Experience leading complex multi-functional technical communication projects and teams with multiple technical groups to translate and develop communication materials that are easily understood by business-oriented customers.

- Experience collaborating with senior managers, team members, and peers to meet organizational/programmatic objectives.

- Advanced verbal and written communication skills, reporting skills, conceptional editing, copy editing, and proof reading.

- Advanced researching skills to produce sophisticated publication materials.

- Experience collaborating effectively and efficiently as a technical expert both independently and as part of a team towards specific objectives, while performing duties and assignments on a tight schedule.

- Experience in leading complex project plans to successful completion.

Desired Qualifications

- Advanced degree in journalism, media relations, communications, policy, or scientific area or the equivalent combinations of education and experience.

Pre-Employment Drug Test: External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test. This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance: This position requires a Department of Energy (DOE) Q-level clearance.If you are selected, wewill initiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship. If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.
