The Weapons and Complex Integration (WCI) Principal Directorate has an opening for a Deputy Principal Associate Director (PAD) for Program Planning & Execution (PPE). WCI is a complex, multi-discipline program directorate with a $1.5B annual funding portfolio supporting over 2000 employees. You will be a member of the WCI senior management team leading the oversight of the execution of the WCI Program and will be instrumental in ensuring the successful delivery of WCIs programs and projects. The Deputy PAD PPE will interact with WCI program personnel, high-level internal managers, partner laboratories, external sponsors, Laboratory support organizations, NNSA/DOE and LLNL senior managers. The Deputy PAD will report to the Principal Associate Director.
Set and implement an integrated WCI directorate-wide strategic program planning, tracking and reporting process to ensure the WCI directorate identifies, plans for, monitors and executes its key high-level program commitments in the 1.5 billion annual funding portfolio and achieves WCI and Laboratory objectives.
Collaborate with fellow members of the WCI Senior management team to develop and implement a graded approach to major project management that meets both internal needs and emerging requirements from NNSA, to include training for project managers and principal investigators.
Oversee quality and effectiveness of key WCI major projects through oversight and technical review, including oversight of the Projects Control teams.
Oversee WCIs contributions to NNSAs program planning and evaluation process, including coordination/oversight/communication of WCIs Level 1 and Level 2 milestone formulation and reporting process with the Livermore Field Office.
Develop and maintain effective relationships with a broad suite of funding agencies in the DOE/NNSA and the DoD.
As a key member of the WCI senior management team, interacts and negotiates across the program to set and implement directorate program strategies and policies.
Represent WCI program and LLNL to senior Lab management, DOE/NNSA, and other federal agencies.
Perform other duties as assigned.
Masters degree in physical sciences, engineering, related ST&E technical field, or equivalent combination of education and related experience.
Extensive experience delivering major projects and working with project management tools and systems.
Extensive experience working in a senior management team environment and demonstrated high-level leadership and personnel management skills, including at high levels within internal and external organizations and constituencies.
Extensive experience developing strategic solutions to complex scientific and technical problems.
Extensive experience leading, influencing, and motivating multi-disciplinary teams Strong record of technical innovation and leadership of creative scientific initiatives. Directing Technical Managers in the expansion and application of research and operations and in the design, development and implementation of innovative concepts and promotion of new ideas
Requires extensive experience interacting and negotiating at the executive level with internal and/or external managers, customers and sponsors. Proven ability to influence change at the senior executive management levels.
Extensive knowledge of Laboratory programs, policies, and procedures, and in-depth knowledge of the Laboratorys mission, strategies and goals.
Expert communication, facilitation, and collaboration skills necessary to effectively present, explain, influence, and advise executive and external sponsors/policy makers.
PhD in physical sciences, engineering, related ST&E technical field, or equivalent level of demonstrated knowledge.
Extensive knowledge of WCI programs and expertise in nuclear weapon science, engineering, and production.
Demonstrated record of achieving results, meeting milestones and working collaboratively across WCI programs and the Laboratory. Demonstrated ability to deal effectively at high levels of management within customer organizations such as the NNSA/DOE and the DoD.

Pre-Employment Drug Test: External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test. This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance: This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at time of hire.

Note: This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
