We have an opening for a Business Analyst 4 to manage a newly formed centralized business model for Technical Release Representatives (TRRs) supporting Weapons and Complex Integration (WCI) programs. You will serve as the lead for all activities associated with this model that will support programmatic milestones and deliverables for WCI including developing and analyzing business models with a diverse array of programs across WCI. You will also be responsible for leading business systems development, integration, and process improvements for the Weapons Simulation and Computing (WSC) program business group supporting WSCs financial analysts, business analysts, and tracking High Performance Computing acquisitions to meet the programmatic requirements. This position is in the Weapons and Complex Integration Directorate.
Essential Duties
-Plan, conduct, and direct the analysis and design of complex business processes for multiple change initiatives across the organization.
-Develop and implement strategies for addressing process improvements initiatives that impact major areas of WCIs programs and involve significant integration among functional areas; establishes measures for process alignment among organizational business units.
-Communicate vision effectively to senior program management; prepare and present business process strategies, and plans.
-Plan large and complex efforts requiring collaboration of multiple disciplines and management groups and provide input and/or manage project plans associated with future direction of the WCIs TRR model across WCI, process changes, automations, and databases.
-Develop and implement strategies for addressing process improvement requirements and development of databases in support of the WCI Program TRR model to meet the diverse programmatic requirements for each program.
-Prepare project plans, identify resource requirements and track projects to completion and create, generate, and analyze complex data and reports.
-Function as a working supervisor and project lead.
-Train, mentor, and lead other team members related to business and/or processes, functionality, and quality; establish direction and requirements for others.
-Performs other duties as assigned.
- Bachelors Degree in Business Administration or equivalent combination of education and related experience.
- Extensive experience in managing projects and providing project controls in a rapidly changing environment with conflicting priorities.
- Proven ability to present concepts and ideas in a clear and coherent manner both orally and in written material for presentations and interaction with technical staff members and senior management.
- Extensive experience writing scripts in FileMaker Pro, creating databases in support of WSC business group and the WCI Centralized TRR model.
- Experience leading, designing and implementing process improvements initiatives to improve workflow, streamline processes and a strong understanding of business elements supporting High Performance Computing within WSC.
Experience as a working supervisor, setting technical and business direction and requirements for others as well as the ability to work independently, acting on own initiative, and also work as a member of a project team with engineers and scientists.
-Advanced analytical skills with the ability to anticipate, identify, and resolve complex operational issues.
- Experience managing multiple, integrated projects and leading business transformation activities using project management methodologies, practices, techniques and tools.
Desired Qualifications
- High-level oral and written communication skills, and the ability to effectively work independently and as a team member with a broad range of management, scientific, engineering, business professional, and administrative personnel.
- Knowledge of and experience in interpreting and implementing LLNL, DOE policies and procedures.

Security Clearance: This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at time of hire.
