This position will provide on-site mission and systems engineering support to the USARPAC to advance Multi Domain Battle (MDB) concepts, develop CONOPS, and support exercise and experiment development and assessment in support of the PACOM Multi Domain Task Force (MD TF).  This position requires US Army signal and tactical communications expertise to support the USARPAC, the US Army TRADOC and PACOM in the advancement of MDB/cross-domain fires/joint operations and the development of MDB Concepts, TTPs (tactics, techniques and procedures), and to integrate into operational documents and plans.  This position requires working with 17th Fires BDE at Joint Base Lewis McChord (Washington) to ensure US Army tactical fires support systems are integrated into the joint force and capable of multi domain battle.  Individual will also interface with other MITRE engineers and leaders who are working MDB/MDO (ops)/MDC2 (command and control) tasks.  Position will liaise with USPACOM and other Components to include Pacific Air Forces, Pacific Fleet Forces, and Maritime Forces Pacific.  This position is in Hawaii and includes working in conjunction with a multi discipline MITRE team across the PACOM and Component Enterprise to integrate the MD TF into the joint force.


This position will require travel TDY to Joint Base Lewis McChord approximately 2 weeks per month for several months, with the expected total travel 35% for the first year and 25-35% thereafter. (Expect to be TDY 2 weeks a month for first quarter and then a week each quarter after that for the first year. )



Key Functions

  • System and Mission engineering including specialized multi-domain, and multi-environment command and control communication requirements, architectures, processes, risk analysis, cyber analysis, and communications integration in support of unique combatant command missions.

  • Apply US Army signals and tactical communications expertise to multi domain battle concept development

  • Thought leadership on complex multi domain battle concept development

  • Integrator across PACOM and Components and interface with MITRE engineers and operators who are working MDB/MDO/MDC2

  • Develop concepts, CONOPS that align with joint doctrine, theater environment and operator needs

  • Develop input to plans, exercises and experiments

  • Develop metrics and analyze effectiveness of concepts, CONOPS, demonstrations and experiments

  • Develop theater user requirements

  • Support MDB/MDO/MDC2 key exercise planning efforts

  • Develop and deliver multi domain tactics, techniques, and procedures for cross domain fires and sensor integration

  • Conversant in joint doctrine, plans, and have a strong communications and cyber background

Minimum Education/Experience

BS and 3 years related experience


Required Qualifications

  • Experience working with Combatant Commands and Components

  • Familiarity with Combatant Command, Joint, Intelligence community, and Operational planning.
    Familiarity with joint command and control

  • US Army signals and tactical communication experience to advise on system-level integration and test of US Army systems

  • Familiarity with 94th Fires BDE, TDL (LINK 16), US Army fires systems like ATACMS, AFATDS

  • Strong knowledge of cyber

  • Familiarity with joint exercises and experimentation

  • Familiarity with joint doctrine and plans

  • Systems engineering experience to include requirements, architecture, risk analysis, and CONOPS development

  • Strong interpersonal skills to develop trusted relationships and integrate with operational users

  • Strong written and verbal communications skills


Preferred Qualifications

  • Experience working in the MITRE and DoD communities

  • Experience working in joint environment

  • 6-10 years of communications and multi-disciplinary engineering and evaluation of DoD systems, architectures, and capabilities

  • Experience with maritime, air, land, space domain communications

  • Experience with maritime, air, land, space domain command and control

  • Knowledge of the capabilities of MITREs various centers and division

  • Strong leadership and technical management

  • Experience supporting joint exercises and experiments

  • TS/SCI
