Job Description

We have an exciting opportunity for a Program Manager to lead the U.S. Air Forces Europe (USAFE) Air Base Air Defense (ABAD) program. This position will initially begin in the U.S., then deploy to Germany and will interface directly with the USAFE customer at Ramstein Airbase.

The USAFE ABAD PM will be responsible for executing the USAFE Air Base Air Defense IDIQ including the initial task order which will work with USAFE to define requirements and architectures for air base defense in Europe. This PM will be responsible for all aspects of executing the IDIQ. Internally, the PM will ensure that the Integrated Product Teams (IPTs) and Cross-Product Teams (CPTs) have the key indicators they need to manage their efforts. S/he will also be expected to collaborate with functional partners and influence in a matrixed environment to achieve the successful management of the overall project. The PM will apply disciplined program management processes and tools such as Export/Import compliance, Earned Value Management System (EVMS), and Risk & Opportunity Management to maintain excellence in execution, and will regularly interact with senior leadership on strategy, program status and direction.

This PM will also work with other U.S. and international government agencies to shape RMDs position as the leader in Air Force Air Base Defense. The USAFE ABAD PM will have a key role in helping to grow a new market segment for the SMGBAD business focused on this new Air Force emerging market space for air base defense.

This position will deploy to Germany and will require additional international travel.


Responsibilities include, but are not limited to:
  • Plan, direct, and coordinate all contract operations. Manage contract performance by maintaining close familiarity with developing job requirements, interviewing, and hiring personnel capable of meeting requirements, and participating in meetings with military, government, and host-nation personnel to obtain and provide feedback.
  • Sets program strategy, vision and tactical direction for program execution by multifunctional team(s) and sub-contractors.
  • Sets milestones and monitors adherence to program master plans and schedules.
  • Proactively identifies potential problems in sufficient time for corrective action to be taken.
  • Supervises and integrates the performance of the program Integrated Product Teams and functional organizations.
  • Establishes and maintains strong customer, user/stakeholder and partner relationships
  • Responsible for regular reporting to senior leadership on program performance, Annual Operating Plan (AOP) forecasting, monthly operating reviews (MORs) and quarterly Estimates at Completion (EACs).
  • Responsible for meeting contractual commitments including the financial, quality, technology, and schedule performance using the approved business model management tools including Earned Value Management System (EVMS), Integrated Product Development System (IPDS), Process Re-Invention and Systems for Manufacturing (PRISM), Risk & Opportunity, etc.


Basic/Required Qualifications:
  • Minimum of 12 years of prior program management or relevant experience, with a minimum of 4 years on Integrated Air and Missile Defense (IAMD) systems
  • Bachelors degree in STEM or comparable degree
  • Ability to influence and manage an international supplier with significant program scope
  • Experience with EVMS, IPDS, Integrated Master Schedule (IMS) and Risk & Opportunity Management
  • A Top Secret (TS) clearance with access to Sensitive Compartmented Information (SCI) based on a Single Source Background Investigation (SSBI)
  • Ability to obtain EVMS Level II Certification within a year of employment
  • Current Project Management Institute (PMI) Project Management Professional, Program Management Professional (PgMP), or Defense Acquisition Workforce Improvement Act (DAWIA) Level III Program Management Certification



Desired Qualifications:
  • 12+ years of experience in program management or related experience for Integrated Air and Missile Defense (IAMD) systems
  • Experience with leading and managing a successful, large complex program or equivalent
  • Experience in building and leading a multi-disciplined team including members from Engineering, Operations, Integrated Supply Chain, and Quality
  • PMX Level 3/4 Certified, or ability to obtain certification
  • Experience working with the USAF, specifically in Europe, and with the ability to build strong working relationships
  • Experience working with Agile / DevSecOps development environments
  • Demonstrated ability to lead by influence and collaboration
  • Strong communication skills
  • An advanced degree or MBA is desired
