The Tinker Air Force Base Site Lead in the Electronic Systems Laboratory (ELSYS) is responsible for directing the portfolio of research for our Tinker Air Force Base sponsors and for overseeing coordinated sponsor engagement. This position reports to the ELSYS Associate Lab Director but supports multiple GTRI laboratories. ELSYS is an applied R&D organization focused on end-user solutions with product life-cycle in mind. The prototypes, tools, education, and analysis delivered by ELSYS ensure that mission-critical systems and the people who procure, operate, and sustain them are equipped with an optimal mix of technology, planning, and consideration for total-cost-of-ownership.

In support of this mission, the Site Lead represents GTRI with our USAF sponsors and the local Oklahoma City business community as well as assisting with supervision, oversight, and well-being of local employees. Additionally, the site lead advances research relating to sustainment program development and executes strategic and tactical business plans in coordination with the GTRI business strategy.

This position is located at Tinker AFB, Oklahoma, and ensures that GTRI is represented favorably in the local public eye by supporting community events and local STEM programs.

Job Duties

  • Lead technical execution, schedule, and budget of research projects and develop future projects through interactions with external sponsors
  • Develop trusted relationships with sponsors and also serve in an advisory capacity to critical stakeholders defining the technical direction of projects and technical thrusts
  • Coordinate local sponsor engagement activities
  • Maintain strong relationships with GTRI sponsors, specifically US Air Force sponsors located in the Oklahoma City area to include supporting on-base meetings
  • Maintain strong relationships with GTRI Field Offices (especially those located in Salt Lake City, UT; Dayton, OH; and Warner Robins, GA) to ensure collaboration of project work and sponsor engagement activities in support of USAF operations and sustainment
  • Maintain strong relationships with Atlanta-based researchers and stay abreast of GTRI capabilities
  • Coordinate sponsor engagement efforts with all GTRI laboratories in order to maximize program development opportunities for GTRI as a whole
  • Maintain awareness of potential Air Force sponsor needs outside of the primary ELSYS technical areas where the best interest of the sponsor could be served by other GTRI laboratories
  • Coordinate proposal strategy, support bid/no-bid decisions, and both lead and support proposal efforts for locally sponsored projects
  • Track technical project execution, schedule, and budget as well as ensure project management, technical oversight, and subject matter expertise in support of GTRI's Oklahoma City-based portfolio of sponsored research
  • Provide support for Oklahoma City-based personnel, including mentoring and training to develop expertise in project execution including facilitating the publication of novel research activities, professional development, and other training opportunities
  • Perform other duties as assigned

Education & Length of Experience

Senior Research Engineer/Scientist/Technologist/Associate

  • A Bachelors and Masters degree required with one or both in Computer Science, Computer/Electrical Engineering, Mechanical Engineering, Aerospace Engineering, Systems Engineering or other Engineering, Mathematics, or Science related degree and seven (7) years of relevant full-time experience after completion of that degree,
  • A Bachelors and Masters degree required with one or both in Computer Science, Computer/Electrical Engineering, Mechanical Engineering, Aerospace Engineering, Systems Engineering or other Engineering, Mathematics, or Science related degree and nine (9) years of relevant full-time experience after completion of a Bachelors degree, or
  • A Doctoral degree in Computer Science, Computer/Electrical Engineering, Mechanical Engineering, Aerospace Engineering, Systems Engineering or other Engineering, Mathematics, or Science related degree and four (4) years of relevant full-time experience after completion of a Bachelor's degree.

Principal Research Engineer/Scientist/Technologist/Associate

  • A Bachelors and Masters degree required with one or both in Computer Science, Computer/Electrical Engineering, Mechanical Engineering, Aerospace Engineering, Systems Engineering or other Engineering, Mathematics, or Science related degree and eleven (11) years of relevant full-time experience, or
  • A Doctoral degree in Computer Science, Computer/Electrical Engineering, Mechanical Engineering, Aerospace Engineering, Systems Engineering or other Engineering, Mathematics, or Science related degree and seven (7) years of relevant full-time experience.

Required Minimum Qualifications

  • 10+ years of experience leading technical programs in project management or technical leadership role
  • Experience serving as a Program Manager and/or Project Director
  • Experience leading business development activities and sponsor engagements
  • Experience facilitating dialogue, collaboration, and partnerships among research personnel, government, and industry stakeholders
  • Experience creating and delivering technical presentations

Preferred Qualifications

  • Current TS/SCI clearance
  • Experience working for or supporting the US Air Force, stakeholders at Tinker Air Force Base and the surrounding area
  • Experience in Air Force operations and sustainment communities to include programs and organizational structures
  • Experience with US Air Force and Department of Defense (DoD) contracting
  • Experience facilitating dialogue, collaboration, and partnerships between research personnel and government and/or industry stakeholders
  • Experience managing people in a supervisory role
  • Experience in one or more of the GTRI's technical competencies (e.g. electronic warfare, cyber warfare, avionics, systems engineering, etc.)
  • Experience managing large programs or contract vehicles
  • Experience with systems development processes including configuration management, control processes, and project management
  • Experience providing presentations to Senior Executive Service level sponsors and decision-makers

U.S. Citizenship Requirements

Due to our research contracts with the US federal government, candidates for this position are required to be US Citizens.

Clearance Type Required

Candidates must be able to obtain and maintain an active security clearance.
