We have an opening for a Technical Asset Management Division Leader. You will be responsible for providing technical direction and supervision to a large diverse workforce for the safe and effective operations for construction, maintenance, and operations activities for three groups; Work Management, Production Control and the Configuration Management Service. This position is in the Facilities & Infrastructure (F&I) Department within theInfrastructure & Operations (I&O) Directorate.

This position will be filled at either the TSL.3 or TSL.4 level depending on your qualifications. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.

Essential Duties
- Provide technical direction and supervision for a large diverse workforce of maintenance and service personnel with overall responsibility for setting and meeting the Divisions project delivery schedules and budgets, including managing personnel, performance management, disciplinary actions, annual performance evaluations, ranking, career development, mentoring, and recruiting.
- Manage the scope of work to be performed and ensure the technical, ES&H, and security aspects of the work are analyzed and controlled, along with ensuring that work activities meet technical, financial, administrative and ES&H compliance and objectives.
- Establish and implement, through line supervisors, organizational procedures, process improvements and documents, and operational guidelines and objectives for technical work performance.
- Assess, determine, plan, develop and implement workload requirements and technical data for workforce plans including establishing schedules, expectations, and performance standards.
- Provide analysis of multiple scenarios to provide competitive, responsive and quality facilities operations and maintenance products and services.
- Manage and oversee budgets for job costs, supplies, and equipment, while implementing programs for new approaches and techniques for cost effective utilization of labor resources and materials. Develop, implement and monitor service contracts.
- Collaborate and interact regularly with internal stakeholders, senior management and other functional areas to meet DOE orders and project deliverables.
- Perform other duties as assigned.
In Addition at the TSL4 Level
- Partner with Deputy Department Head for long-range maintenance, operations, facility and infrastructure strategic planning to establish and ensure Labs missions, goals and work activities are met.
- Provide consultative support, advice, and technical expertise on maintenance and operations issues and initiatives that have institutional impact. Develop and document operational strategies, policies, and procedures for the protection of personnel, property, and the environment.
- Direct significant projects with significant span of control and delegated authority in the accomplishment of high-level work objectives.

- Bachelors degree in engineering technology or related field, or the equivalent combination of education and related experience.
- Supervisory, budgetary, technical and administrative experience, and experience providing technical direction to a large diverse technical craft and service workforce.
- Significant experience and advanced knowledge in technical areas such as mechanical, structural, and electrical, including building modifications, alterations and maintenance.
- Experience planning/forecasting short- and long-term personnel needs for a technical craft and service type workforce.
- Ability to ensure that ES&H issues are dealt with in a prompt and efficient manner adhering to all local, state and federal guidelines and regulations. Ability to foster and promote a safe and healthy work environment.
- Advanced knowledge of applicable DOE Orders as it pertains to Real Property Asset Management, and Non-facility and utility modification, alterations, and maintenance work.
- Advanced communication, facilitation, collaboration, interpersonal and problem-solving skills necessary to effectively interact with and advise all levels of management including group/division leaders, project engineers, facility managers and scientific personnel to determine type and level of support needed.
In Addition at the TSL4 Level
- Significant experience with long-range strategic planning, budget management, Work Order Systems, Supply Chain Management process, and work planning and control requirements.
- Significant technical, organizational, team-building and interpersonal skills necessary to manage a multi-disciplinary workforce, who execute multiple projects at one time, with different levels of complexity that requires coordination from a variety of organizations while maintaining a strong safety culture in the workplace.
- Experience with Federal orders, national standards, ES&H and security policies and procedures and other regulatory agency rules and regulations.

Pre-Employment Drug Test: External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test. This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance: This position requires a Department of Energy (DOE) Q-level clearance.

If you are selected, wewill initiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship. If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.
