The SEIT Manager and Chief Systems Engineer for Orion will lead the systems engineering team to execute the activities required to support the NASA Orion contract. The Orion Chief Systems Engineer maintains systems integration of the technical baseline by verifying that the Chief Engineer technical recommendations result in an integrated product and provide appropriate risk balancing, and ensures program compliance with Lockheed Martin Space processes. The Systems Engineering Department on Orion is comprised of over 180 engineers who are responsible for requirements and verification, systems integration, Vehicle Integration support to Assembly, Test and Launch Operations (ATLO), Software Testing and associated test lab management, NASA Vehicle Integration Office (VIO) and NASA Flight Operations Directorate interface, and specialties engineering support. Duties include:
1. Be accountable directly to the Orion Vice President and Program Manager for systems integration and implementation of the systems engineering processes on the program
2. Perform personnel management activities for personnel within the Systems Engineering organization
3. Have Cost Account Management (CAM) responsibility for all Systems Engineering accounts
4. Serve as a technical point of contact for systems engineering with the customer, and all other segments
5. Approve and track program engineering plans (e.g., Systems Engineering Management Plan, System Development Plan, Software Verification Plan, Configuration Management Plan, etc…)
6. Ensure that Specialty Engineering plans, processes, and requirements are addressed within the program (e.g., Parts, Materials, & Processes, EMI/EMC, reliability, maintainability, MMOD, and contamination)
7. Tailor the standard processes, methods, tools, and metrics as required for Orion
8. Responsible for Configuration Control and oversees the Change Control Board (CCB); assures implementation of the technical baseline as managed by the Orion Chief Engineer
9. Responsible for verification of system technical requirements and product/system performance
10. Represent systems engineering at program reviews
11. Represent the program through communication in the CSE Community of Practice
12. Serve as Chief Systems Engineer at ERBs, FRBs, and major program Design Reviews
13. Work with the Orion Executive Certified Principal Engineer (ECPE), the Spacecraft Systems CPE, and Orion Chief Engineer when requested, to ensure CPE appeals and other product issues (e.g., failure investigations, anomaly investigations, and product certification problems) are properly heard and resolved
14. Along with the Chief Engineer, serve as a focal point between the program and the Lockheed Martin functional organizations
15. Support the Enterprise by ensuring that the Systems Engineering team are active participants in the Lockheed Martin Space Systems Engineering Organization

Basic Qualifications
1. Bachelor's degree in engineering or a closely related technical discipline with at least 15 years' overall technical experience
2. Previous team management experience
3. Demonstrated proficiency indicating a comprehensive understanding of relevant Chief Systems Engineer (CSE) functions, responsibilities and technical domain
4. Extensive knowledge and application of the system engineering process, (e.g., risk management, design reviews, baseline control, requirements engineering, system verification, etc.)
5. Program leadership, including a demonstrated capability to lead a systems or subsystems team and other leaders
6. Ability to accept responsibility, exercise authority, and be held accountable for the assigned system
7. Demonstrated ability to balance various risks across the system to maintain cost and performance within a fixed schedule environment
8. Demonstrated successful experience with at least one NASA customer
9. Experience in both the Assembly, Test and Launch Operations (ATLO) and Mission Operations phases of program execution

7. Past experience managing geographically distributed teams
8. Previous experience as an L-Coded leader at Lockheed Martin
9. Demonstrated leadership skills and behaviors that align with the Full Spectrum Leadership Imperatives
10. Demonstrated outstanding reasoning, judgment, and professional behavior
