ENSTAR is seeking a regular full-time Systems Engineer to work in the Anchorage

Gas Control department.

Job Summary

The Systems Engineer, under minimal supervision, ensures safe and reliable operation of ENSTAR’s Alaska SCADA Operations and Instrumentation activities.


  • Ensure adequate instrumentation systems and interfaces for safe reliable service to customers at all times by properly monitoring and maintaining ENSTAR’s SCADA system. Perform routine maintenance, upgrades, screen development, and system expansion/development.

  • Ensure ENSTAR’s internal/external instrumentation procedures and processes are followed and documented where applicable. Periodically review internal/external instrumentations and processes for improvement.

  • Ensure compliance with SCADA/Instrumentation regulations, including Alarm Management, Alarm Reviews/Metrics, operational reliability, back-up systems/processes, and other Instrumentation/SCADA regulations.

  • Manage network security and growth for the SCADA system and applicable work processes associated with providing safe reliable service.

  • Oversee SCADA systems and ensure their operational reliability, including interfacing/coordinating with Measurement, Communications/IT, and Pipeline Operations departments.

  • Design and program basic RTUs and PLCs to assist in measurement and automation.

  • Work in a constant state of alertness and in a safe manner.

  • Achieve financial objectives by sound management of financial resources, including capital expenditures, through budget preparation, monitoring of fees and costs, and analysis and/or justification for the use of financial resources.

  • Maintain professional and technical knowledge by attending educational workshops, reviewing professional publications and establishing personal networks.


  • Ability to professionally and effectively: perform the job functions, communicate with the public, contractors, governmental agencies and representatives, and work with other departments and personnel to accomplish ENSTAR’s objectives.

  • Proven organizational and analytical skills, with the ability to evaluate data, compile statistics and prepare reports, graphs, tables and charts.

  • Proven ability to develop and follow procedures/ documentation and comply with regulations and audits/inspections.

  • Ability to effectively communicate in verbal and written form.

  • Proficiency with Microsoft Office Suite and ability to use/learn other technologies.

  • Excellent organizational skills.

  • Excellent interpersonal skills, ability to work effectively and cooperatively with all levels of management, staff and contractors; exhibit a professional manner in dealing with others.

  • Practical knowledge of pipeline operations, application of Boyles/Charles gas laws, development of gas models for gas balancing, gas measurement and application of electronic instruments.

  • Ability to lead and motivate employees.

  • Possess superior information management and follow-up skills.

  • Good understanding of departmental policies and procedures and how they relate to ENSTAR’s goals.

  • Practical knowledge of SCADA system configuration and operation.

Minimum Qualifications

  • Bachelor’s Degree in Electrical Engineering, Information Technology/Engineering or related field/equivalent.

  • Five or more years of relevant work experience.

  • Gas industry and/or instrumentation/SCADA experience preferred.

  • Must be able to pass federally required initial and continuous Operator Qualifications training.

  • Must possess a valid Alaska Driver’s License and be qualified to operate a vehicle under the conditions of the ENSTAR’s Driving Policy.

  • Ability to pass a background, past employment, drug, and driving record screening.
