Job Description:

Raytheon Missiles and Defense (RMD) is looking for a Systems Design and Architecture Engineering Department Leader (DL) for one of its Effectors Departments. The Senior Staff Department Leader functions within the Effectors Center engineering team to lead engineering efforts on programs in a collaborative environment, characterized by respect for the individual, problem solving in a team setting and results based recognition. The department is responsible for a broad RMD portfolio of projects, programs and products and exists within the Land Combat and Missile Defense Mission Areas, supporting MDA and radar programs. The department is composed of approximately 105 employees with a variety of responsibilities, including senior technical and program leadership, proposal development and systems design execution for the full product lifecycle.

Leadership: The SD&A DL is responsible for providing Systems Engineering technical expertise and engineering leadership with core competencies to include: system level design definition, requirements development and decomposition, system design integration, system performance analysis, production support and product maintenance and sustainment technical support, ensuring customer success by providing world class systems engineering expertise and efficient engineering processes and practices.

The DL is responsible for the results and effectiveness of the department employees. Those responsibilities encompass career coaching, performance development, mentoring, goal establishment and alignment, program domain execution, along with championing respect, diversity, ethics and all RMD values. The DL will develop and implement initiatives to increase the sharing of knowledge and delivery of value to the company.
Technical Expertise: DL coordinates and collaborates with Mission Area Chief Engineers, Integrated Product Team Leads, Program Management and other entities to identify and resolve issues.

He/She provides strong technical performance leadership by defining responsibilities, motivating employees and demonstrating effective problem solving. Ensures technical rigor and depth of all deliverables meeting engineering and program expectations and constraints.

The DL will also engage with other RMD Mission Area Engineering Department Leaders, key program leads and functional organization leads to achieve the company goals. Occasional to frequent travel required (up to 25%) to develop relationships with program leads and customers. The DL will have frequent interaction with Program, Business Development, Engineering Directors and Business Area leaders to achieve business objectives.

The DL is accountable for systems engineering technical, cost and schedule performance for their organization and is involved with key gate reviews proposal development and various design reviews. As a leader, the DL will be responsible and accountable for the execution excellent of the department team.

This role will be primarily located in Huntsville, Alabama with a routine presence in McKinney, Texas.

Responsibilities include, but are not limited to:
  • Plan, direct and ensure appropriate leadership for development and support tasks for assigned programs. Ensure technical rigor and depth of all deliverables.
  • Develop and maintain the department's people resources, including Section Leaders, staff and individual contributors, in support of the technology, program and development needs of the programs.
  • Provide effective assignment, leadership and management for Section Leaders and IPT / CPT Leads to ensure success for product development and program execution.
  • Provide effective guidance, coaching and leadership to Section Leaders and Integrated Product Team / Cross Product Team Leads to ensure effective communications and execution of the bid/proposal process and use of Earned Value Management System, IMS and IMP tools in program execution support.
  • Oversee engineering tracking book reviews and direct analysis of department metrics to facilitate organizational improvement and competiveness.
  • Lead and manage the department staff, attracting and developing effective systems engineers and engineering leaders.
  • Prepare for and conduct overhead budget and department operating reviews, using engineering tools (e.g. Team Strength) with the Center Manager and the SD&A Business Manager.
  • Carry out and enforce all policies of RTx within the department.



    This position requires a Secret U.S. Security Clearance. Except in rare circumstances, only U.S. citizens are eligible for a security clearance.

    Qualifications you must have:
  • U.S. Citizenship is required
  • Active/Current Secret US Security Clearance
  • Bachelors Degree in STEM (Science, Technology, Engineering and Mathematics)
  • 12+ years of prior relevant experience as a technical or program leader such as an IPT Lead, CPT Lead, program manager or Chief Engineer.
  • 8+ years of applied work experience featuring a broad technical background.
  • Understanding of systems engineering, software and hardware design and production and system integration.
  • 8+ years of experience developing both technical and cost proposals
  • 6+ years of experience managing teams using the Earned Value Management System.
  • Experience in program leadership for defense and/or aerospace programs
  • Experience with defense acquisition processes for systems (for example: RFPs, proposals, contracts/subcontracts, gate and milestone reviews and/or formal configuration management).

Qualifications we value:
  • Masters Degree in engineering discipline, physics, math or related fields
  • 12+ years in engineering experience with strong technical and management background in design and development activities.
  • Demonstrating a strong technical and management background and the ability to prioritize work load in a multi-tasking, resource constrained work environment
  • Experience developing budgets, task planning milestone development, budget management and establishing indirect budgets and managing to them.
  • Previous functional/line management experience
  • Technical background in complex systems
  • Knowledge of the Directorate's engineering disciplines and processes, including Gate Reviews/Ops Reviews, Agile, SCRUM and DevSecOps methodologies
  • Knowledge of basic system engineering processes including those found throughout the entire lifecycle of a product
  • Excellent coaching and facilitation skills
  • Ability to influence others to achieve technical and programmatic goals
  • Proven multi-disciplinary leadership ability
  • Influential communication skills including effective written, verbal and listening skills effectively communicating at all levels of the organization
  • Strong goal-setting and planning skills
  • Excellent follow-through, persistence and availability
  • Strong department strategic vision and the ability to develop and execute change ideas
  • Experience in Raytheon Six Sigma
