The System Integration and Test (SI&T) Directorate is responsible for integration, test and validation activities for RMD programs. SI&T employees provide the expertise to ensure customer success through the development and execution of innovative and comprehensive test, verification, and validation strategies, processes, tools, and techniques. SI&T employees are involved in all aspects of test including design-for-test, integration, subsystem, and component level testing, and sell-off of RMDs most sophisticated systems and technologies. We integrate hardware and software, develop test plans and procedures, debug and test system functions and interfaces, and verify system requirements in support of final sell-off to the customer.

Job Summary:

The selected applicant will join a team of talented engineers with integration and test of sophisticated naval and maritime systems in support of the Cooperative Engagement Capability (CEC) program as part of Advanced Networking Solutions (ANS). The U.S. Navys CEC, a real-time sensor-netting system that brings together radar data into a single integrated air picture from geographically dispersed ships, aircraft, and ground-based units. This integrated picture improves a battlegroups effectiveness by enabling longer range, cooperative, or layered engagements. The CEC SI&T Cross Product Team Lead (CPTL) provides monitoring and control of SI&Ts involvement in all phases of the product development lifecycle (i.e. systems and software requirements, software integration and test, simulation and test, integration and test, verification and sell-off), within an interdisciplinary process that ensures the customer and warfighters needs are satisfied through every stage. Depending on the phase of the program there may be opportunities for travel, and flexible hours/shifts to ensure programmatic milestones are met.

Responsibilities to Anticipate:
  • You will define, promote, and institutionalize the How for SI&T efforts (i.e., Agile Development, Test Driven Development, Design for Test, DevSecOps, Continuous Integration, Automation of Test and Data Analysis, and so forth)
  • You will oversee technical consistency of SI&T execution across all program teams
  • For SI&T efforts, you will lead cost estimates and Basis of Estimates (BOEs) and support periodic Estimate-At-Completion (EAC) and Estimate-To-Complete (ETC) activities
  • You will identify and ensure compliance with program and technical related on-boarding training
  • You will interface or coordinate with SI&T functional management to provide tools, equipment, and training to implement plans and processes
  • You will be accountable for process compliance (tailoring, audits) and metrics evaluation
  • You will perform root cause analysis to identify systemic issues and implement solutions
  • You will be accountable for delivering quality products and services
  • You will create, gather, and report SI&T, and customer data/metrics, to internal and external stakeholders
  • You will deploy processes, improvements, and best practices that aid in cost reductions and enables ANS program teams to perform within cost and schedule constraints
  • You will define/tailor/roll out the SI&T processes on the program
  • You will tailor Internal Review Checklists and lead Internal Reviews
  • You will generate and provide supporting artifacts for Raytheon Technologies Gate Reviews
  • You will work with the SI&T functional management to align program and department goals
  • You will collaborate with Agile Release Train leadership and team members, as a change agent, to adopt ownership authority to integrate, execute and sell-off requirements to verify successful run-for-record events in a laboratory environment

Qualifications You Must Have:
  • Bachelors or Masters degree in Science, Technology, Engineering, or Mathematics or other STEM related degree. (An advanced degree in a related field can be substituted for additional years of experience as follows: Masters is equal to 2 years of experience or a Ph.D. is equal to 3 years of experience)
  • Eight (8)+ years of prior relevant engineering experience
  • An active and in scope DoD SECRET security clearance, or higher
  • Experience in the operation, test and troubleshooting of complex military systems
  • Experience and knowledge of Scaled Agile Framework
  • Experience with software/systems integration planning and execution
  • Experience developing Systems and Software requirements
  • Experience with CEC
  • Experience with Naval Combat Systems
  • Experience with data analysis or algorithm design
  • Experience with test optimization and test automation
  • Experience working in an Agile team environment
  • Experience using DOORS for requirements development, management and traceability
  • Experience developing new program processes and improving existing processes with tangible benefit to the program
  • Experience fostering and engaging in active collaboration with Solution Train and Release Train leadership and functional leads
  • Previous experience in the preparation of budgets, schedules, staffing, etc. as required to manage support to programs and initiatives
  • Ability to establish executable baselines and risk and opportunity management to meet specific financial goals and obligations to the prime, the customer and our company

Qualifications We Value:
  • Certified Six Sigma Specialist
  • Experience with programmatic metrics (i.e., earned value)
  • Experience with Automated Test Scripting
  • Development of integration, verification, and validation planning documentation of integration and test plans, procedures, reports, status reports, and other related documentation
  • Experience with programming in MATLAB, C/C++, Python, or other programming language

The position is based in St. Petersburg, FL, enviably nicknamed The Sunshine City for its average of 248 days of sunshine a year. The area is ideal for fishing, boating, and beautiful top rated Gulf beaches. Its also known for its art and culture scene, as well as its wide variety of local restaurants and bars. For sports fans, The Tampa Bay area is home to the Tampa Bay Rays (MLB), Buccaneers (NFL), and Lightning (NHL). It is also the MLB Spring Training site for the Toronto Blue Jays and the Philadelphia Phillies. Our location is easily commutable from several nearby areas, just 5 miles from Interstate 275; options for where to call home are plentiful within the Tampa Bay area. St. Petersburg is also close to Tampa International Airport and St. Pete Clearwater International Airport and roughly 90 miles to the Orlando theme parks
