JOB SUMMARY:

The System Engineer is responsible for: performing distribution system planning; performing substation, transmission and distribution design; operation of electrical system; engineering studies and projects; technical support; engineering standards and specifications; and performance of other duties as required.

JOB DUTIES AND RESPONSIBILITIES:

1. System planning: Responsible for planning and design to ensure efficient, safe and reliable operation of District substations, transmission and distribution facilities.

2. Substation, transmission and distribution system design: Work with the Operations personnel and other engineering personnel to identify system improvement projects. Interpret scope and requirements of projects, develop alternatives, economic evaluations, evaluate environmental impacts, recommend action, project implementation and management.

3. Operation of electrical system: Determine voltage control settings, relay settings and equipment sizing. Review system operation to ensure adequate delivery voltage and that equipment operates within ratings. Design and implement solutions to electrical system problems.

4. Engineering Studies and Projects: Work independently and with other employees to produce system studies, feeder modeling, load flow, voltage, fault current, var flow and loss analysis. Design and analyze protection settings and coordination, SCADA, AMR, grounding systems, control circuits and electrical equipment. Work to solve and prevent problems related to customer interface including motor start, harmonic loads and other power quality problems.

5. Technical support: Provide engineering support for District employees, commercial, irrigation and industrial customers. Review and recommend system design to engineering personnel to ensure proper design of District facilities.

6. Engineering standards and specifications: Specify equipment, engineering and construction practices. Perform detailed engineering evaluation of events, practices and materials. Determine electrical and mechanical requirements for equipment purchases. Prepare specifications and bid documents. Make decisions on purchasing and construction practices.

7. Leadership: Provide leadership and mentoring to engineering employees. Sets an example by meeting District expectations of professional behavior, personal responsibility, use of District resources, and quality of work.

8. Representation at meetings: Actively and positively participates in regular department meetings to discuss processes, create efficiencies, plan, and share information. May be directed to sit on internal committees or work groups.

9. Performance of other duties as required: Includes detailed electric system knowledge in order to perform after-hours standby duty; membership on job-related committees; review professional engineering statement of qualifications; represent District in contact with general public, developers, contractors, utilities, and agencies.

 

Requirements

Education and Work Experience:  Requires a BA/BS in Electrical Engineering, with a preferred emphasis in Power.  Registration as a Professional Electrical Engineer (PE) is preferred.    This is a professional engineering position and requires a minimum of five years of engineering experience.  Experience with an electric utility is preferred.

Knowledge, skills and abilities: The System Engineer position requires understanding of electric transmission, substation and distribution systems; operating principles such as voltage control and system protection; experience with a variety of computer software and applications such as MS Office, AutoCAD, SCADA, GIS, system analysis and other equipment interfacing programs; understand and apply ANSI, IEEE, NESC, NEC, WAC and other applicable standards;  transmission, distribution and substation design; AMR, SCADA, project management; construction procedures; writing specifications and standards: ability to communicate effectively both verbally and in writing; ability to communicate technical subjects to customers and other employees and to deal tactfully and courteously with others; ability to adapt to, learn, and perform duties of a new nature; direct District and dock crews and effectively coordinate their work; capable of interpreting and working within collective bargaining agreements, articles of apprenticeship, and District policies and practices.

PHYSICAL REQUIREMENTS/INFORMATION:

  • Works indoors and outdoors and sits for extended periods; works outdoors in all weather conditions, crosses all terrain on foot.
  • Drives frequently, in all driving conditions.
  • Operates office equipment including personal computers with keyboards, calculator, copier, radio and telephone; uses small tools.
  • Possesses visual abilities necessary to discern images on a computer screen, read blue prints and schematic drawings and operate a motor vehicle.
  • Possesses speaking and hearing abilities necessary to communicate effectively in person and on telephone.
  • Lifts, carries, pushes and pulls up to 20 pounds.

OTHER REQUIREMENTS:

A valid Washington State Driver’s License is required.

Qualified candidates may be considered for a Senior System Engineer based on years of experience and the following additional criteria:

Education and Work Experience: Requires a BA/BS degree in Electrical Engineering and registration as a Professional Electrical Engineer (PE). Requires a minimum of ten years of progressively responsible experience and responsibility with an electric utility. Supervisory/mentoring experience is preferred.

Knowledge, skills and abilities: The Senior System Engineer position requires advanced knowledge and thorough understanding of electric transmission, substation and distribution systems; experience with a variety of computer software and applications such as MS Office, AutoCAD, SCADA, GIS, system analysis and other equipment interfacing programs; understand and apply ANSI, IEEE, NESC, NEC, WAC and other applicable standards; transmission, distribution and substation design; AMR, SCADA, project management; construction procedures; writing specifications and standards. Must be able to communicate effectively both verbally and in writing with the ability to communicate technical subjects to customers and other employees and to deal tactfully and courteously with others. Able to adapt to, learn, and perform duties of a new nature; direct District and dock crews and effectively coordinate their work. Capable of interpreting and working within collective bargaining agreements, articles of apprenticeship, and District policies and practices.
