Job Description

Georgia Tech Research Institute is seeking research engineers or technologists with expertise in supply chain management and logistics. Candidates will support Sensors and Electromagnetic Applications Laboratory's (SEALs) Command and Control Communications Office (C3PO) in the development of new business areas that will focus on the implementation of machine learning techniques in supply management chain (SCM) and technology in modern SCM implementation that can be applied to the maintenance of C2 platforms such as the E-3 AWACS. In addition, candidates will support SCM of high volume and variety of materials, supplies, and services to support current program requirements.

Research candidates must have working knowledge in applying research techniques in Supply Chain frameworks and data science in solving complex problems relating to strategy development, process modernization, acquisitions planning, prototype development, and system design. In addition to performing applied research, candidates are expected to support the technical needs and certifications by effectively communicating needs to enable on-time execution of tasks. Candidates must hold working knowledge in all aspects of the procurement cycle (cradle-to-grave) to include: developing, analyzing, and executing logistical plans, support, and documentation. As well, must be familiar with supply chain policies, procedures, and underlying federal, state, and/or local regulations concerning the purchase or shipment of goods, materials, or services.

Job Duties

• Perform basic and applied research in machine learning techniques in SCM, technology use in modern SCM, implementation of E-logistics and application of Internet of Things (IoT) in SCM, as well as autonomous supply and resilient supply chains.
• Conduct quantitative and qualitative research analysis, mathematical modeling, simulation, applied mathematics, statistics, probability, process improvement, supply chain analysis.
• Support and monitor Controlled Unclassified Information (CUI) and Covered Defense Information (CDI) Protection, Supply Chain Risk Management (SCRM), Software/hardware assurance, Material Requirements Planning (MRP), anti-counterfeit protections, International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), trusted foundry, and information security.
• Maintain a working knowledge of Federal and Acquisition Regulations and standard commercial procurement practices (i.e. ISO/IEC:21287, NIST SP 800-160, ISO/IEC: 15408, DoDI 5200.48, DoDI 5200.44, DoDI 8510.01, DoDI 5200.39, DoDI 5230.24, DoDI 8510.01, NIST SP 800-53, NIST SP 800-171, NIST SP 800-161).
• Support the reviewing of purchase requisitions for clarity, compliance, detail, completeness, and obtain additional information considered necessary.
• Support the development of sourcing lists for various commodities to support the requests for information (RFIs), request for quotations (RFQs), request for proposals (RFPs), and invitations to bid.
• Support the reviewing of purchase requisitions for clarity, compliance, detail, completeness, and obtain additional information considered necessary.
• Support responses to RFIs, RFQs, and RFPs and perform relevant analyses to include pricing and costing, Statement of Work (SoW) compliance, delivery terms, payment, other terms and conditions of the procurement.
• Support in the identification of problems, analyze alternatives and develop viable recommendations.

Education & Length of Experience

Research Engineer/Scientist/Technologist/Associate I

• A Bachelor's degree in Management Studies, Supply Chain Management, Information Technology, Systems Engineering, Business Administration, Industrial Engineering, Process Engineering or a related field of study.

Research Engineer/Scientist/Technologist/Associate II

• A Masters degree in Management Studies, Supply Chain Management, Information Technology, Systems Engineering, Business Administration, Industrial Engineering, Process Engineering or a related field of study and three (3) years of relevant full-time experience after completion of that degree,
• A Masters degree in Management Studies, Supply Chain Management, Information Technology, Systems Engineering, Business Administration, Industrial Engineering, Process Engineering or a related field of study and five (5) years of relevant full-time experience after completion of a Bachelors degree, or
• A Doctoral degree in Management Studies, Supply Chain Management, Information Technology, Systems Engineering, Business Administration, Industrial Engineering, Process Engineering or a related field of study.

Required Minimum Qualifications

• 3+ years of experience supporting Supply Chain Risk Management (SCRM) analysis, integration, and flowdowns for defense programs.

Due to our research contracts with the US federal government, candidates for this position are required to be US Citizens.
