We have an opening for a Strategic Partnership Project (SPP) Specialist 4 to work in a dynamic and fast-paced environment. You will be responsible for executing funding processes in the preparation, review, validation and approval of SPP funding actions. Job scope will include proposal agreement, and contract submission and execution. This position is in the Budget & Strategic Partnerships Division of the Office of the CFO.
Essential Duties
- Represent the Laboratory as a prime financial point of contact on Strategic Partnership Project (SPP) work scope. Administer and execute proposal and funding processes, including ensuring terms and conditions of non-federal contracts meet DOE/NNSA and LLNL requirements, policies, and procedures. As a Subject Matter Expert (SME), provide consultation and guidance to Laboratory programs in the preparation, review, validation, and approval of SPP and other funds-in work packages. Responsible for proposing effective business solutions to resolve novel or highly complicated issues as it pertains to the acceptance and execution of SPP work.
- Responsible for ensuring that SPP proposals are processed effectively and efficiently. Perform a thorough review of proposals for completeness, accuracy, and consistency. Assist Resource Analysts (RAs) to ensure proposals adhere to DOE/NNSA Orders and LLNL policies and procedures. Provide decision support to NNSA to expedite its review and approval of proposals.- Independently negotiate and administer highly complex agreements/contracts with high-dollar, multi-year federal and non-federal entities. Facilitate the funding process including aligning funding with active proposals. Assist with the formulation of Statements of Work, selecting an appropriate contract instrument, negotiating applicable terms and conditions, and awarding agreements on behalf of the Laboratory. Ensure packages adhere to applicable SPP guidance, i.e., the economy act, period of performance. Partner with NNSA to obtain approval of funding packages in a timely manner.- Interpret and advise Laboratory personnel and SPP sponsors on a wide array of internal and external policies, guidelines, and other regulatory requirements. Perform research and provide information as needed to ensure work progresses effectively and efficiently.- Provide project closeout support which includes reconciliation of billing, resolution of closeout issues, submission of reports as required, and communication with sponsors/NNSA.- Establish and maintain accurate, detailed financial records for the Laboratory and external entities including: DOE/NNSA, SPP sponsors, and audit agencies.- Mentor team members on diverse topics. Proactively work individually and as part of the team to improve the efficiencies, effectiveness, and internal controls of processes and, provide quality service to Laboratory personnel and SPP sponsors.- Perform other duties as assigned.
Qualifications
- BS/BA degree in Business Administration, Accounting, Finance, or related field, or equivalent applicable experience in accounting, procurement, project management, or auditing, or equivalent level of progressive competence obtained through professional-level experience, education, and training.
- Extensive experience negotiating and administering contractual agreements with unusual and/or highly complex terms and conditions.
- Extensive experience with financial policies and procedures, contractual terms and conditions.
- Ability to train and direct the work of others in field of expertise.
- Excellent interpersonal communication skills in both verbal and written forms necessary to tactfully establish and maintain effective work relationships and to provide advanced customer service to a wide variety of high -level personnel, internal and external to the Laboratory.
- Expert level experience compiling and analyzing financial data and information, extensive expertise in problem solving, and analytical skills to independently solve highly complex issues of a diverse nature.
- Advanced organizational skills to independently determine priorities, process multiple tasks simultaneously, and meet all deadlines.
- Ability to be innovative, assess situations, and make prudent decisions having a high consequence of error.
Desired Qualifications
- Extensive experience with LLNL and DOE/NNSA policies and procedures, contractual terms and conditions, and Contract No. DE-AC52-07NA27344 requirements.

Pre-Employment Drug Test: External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test. This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance: This position requires a Department of Energy (DOE) Q-level clearance.

If you are selected, wewill initiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship. If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

Note: This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
