Raytheon Missiles & Defense (RMD) is seeking an Electromagnetic Spectrum Manager to support the business operations of the Electronic Products Team located in Tucson, Arizona. The Engineer will collaborate across the business to provide spectrum regulatory expertise for Business RF-dependent systems and products. The successful candidate will provide Business support for the appropriate spectrum regulatory certification, licensing and peripheral duties in the development of cutting edge Department of Defense technologies. The successful candidate will perform analytical tasks supporting the process of fulfilling government contracts, internal research and development as wells as Business operation services dependent upon RF systems.

Essential duties and responsibilities include:
  • Generate, submit and track NTIA radio frequency assignment requests through Spectrum XXI, and other spectrum management databases.
  • Generate, submit and track various FCC license types through FCC web-based systems.
  • Able to prepare equipment spectrum certifications (DDF 1494) for submission to appropriate government offices via the Stepstone (E2ESS) and/or EL-CID platforms. Prepare Spectrum Supportability Risk Assessments (SSRA) as needed.
  • Coordinate above frequency assignment requests and FCC licenses with installation spectrum managers, federal, non-federal, and other spectrum-dependent users of the US and foreign countries.
  • Provide guidance and assistance to program managers on the procurement, assignment, protection and use of radio frequencies in accordance with applicable laws and regulations.
  • Maintain technical knowledge of the National Telecommunications and Information Administration (NTIA) Manual of Procedures for Federal Radio Frequency Management and Title 47 of the USC for Non-Federal use of the electromagnetic spectrum.
  • Working experience in the interpretation of the National Table of Frequency Allocations
  • Perform compliance inspections and license reviews.
  • Provide spectrum regulatory analysis to company users and programs.
  • Attend meetings relating to operational requirements, frequency allocation/assignment plans, and DoD policies affecting the communications-electronics elements of the business product lines.
  • Receive reports, analyze, and attempt to resolve incidents of Electromagnetic Interference (EMI). Act as the focal point for requesting interference resolution support via the appropriate agency of jurisdiction. Provide guidance for EMI resolution.
  • Take actions to promote electromagnetic compatibility (EMC) coordination with business systems and neighboring agencies/businesses.
  • Provide periodic reports to various echelons of company leadership. Maintain accurate record keeping of business licensing, certifications and other applicable documents.

NOTE: This position can be either a Sr. Tech Support Engineer I (G08) or Sr. Tech Support Engineer II (G09) based on the candidates qualifications as they relate to the skills, experience and responsibility requirements for the position.

Required Qualifications:
  • Bachelors Degree
  • Minimum of 4 years experience as Spectrum Manager and/or related field
  • Experience in the regulatory support of RF-dependent systems
  • Experience with spectrum management law and regulation, NTIA Redbook (National Telecommunications and Information Agency), Telecommunications Act of 1994, Title 47 of the U.S.C., AR 5-12, AFI 17-220, OPNAVINST 2400.20F, DODI 4650.01, ACP-190 and/or MCEB Pub 7.
  • United States Citizenship is required
U.S. Citizenship status is required, as this position needs an active U.S. Security Clearance as of day one of employment.

Desired Qualifications:
  • Ability to obtain Top Secret/SCI Security Clearance
  • Bachelor's Degree in Engineering Field (STEM Degree)
  • Prior military experience and/or experience supporting Military Forces as a spectrum manage
  • Highly proficient with PR-100/200 and able to perform EMI resolution to identify and locate signals of interest
  • Highly proficient with Spectrum XXI.
  • Highly proficient with SPEED, ACES/JACS, Builder, GIANT, JSIR-O, HTZ Warfare, SXXI, E2ESS, Stepstone, EL-CID and/or similar spectrum management systems
  • Training from one or more of the following schools:
    • Inter-service Radio frequency Management School, Keesler AFB
    • US Army Battlefield Spectrum Management (BSM) Course, Fort Gordon, GA
    • US Army Joint Spectrum Manager (JSM) Course, Fort Gordon, GA
    • or equivalent Spectrum Manager Course
This position requires the successful issuance, transfer or maintenance of a Secret security Clearance. Non-US citizens may not be eligible to obtain a security clearance. The Defense Industrial Security Clearance Office (DISCO), an agency of the Department of Defense, handles and adjudicates the security clearance process. Security clearance factors include, but are not limited to, allegiance to the US, foreign influence, foreign preference, criminal conduct, security violations and drug involvement.
