Job Summary:
The Portfolio Specialist will help define and drive portfolio level value planning and governance of the RMD Digital Technology (DT) portfolio. The position will play a crucial role in ensuring that all DT portfolio investments stay aligned to the RMD business and DT strategy and meet the short/long term business needs and value expectations.

RMD DT is establishing a formal portfolio model and system to manage our strategic investments, transitioning over time into a Lean practices/model. To this end, we are concurrently driving a coordinated federated effort across DT to mature our execution practices toward standardized agile practices via a Lean Agile Center of Excellence (LACE). This role will help shape and develop the operating model for portfolio management, consistently evolving processes as we introduce lean and agile principles and insights into investment performance and business value realization, in partnership with the LACE. The ideal candidate for this role will be able to take the vision and guidance for portfolio capabilities and translate those into plans for standardizing portfolio and program management & reporting practices for an organization running both legacy and new portfolio processes, guiding the maturation of process and tool through this journey.

Success in this role entails understanding business priorities to build clear processes translating strategic goals and OKRs into portfolio resource plans, directing routine operations for portfolio performance analysis & resource re-allocation, and working regularly with program/solution managers for our strategic initiatives to ensure successful realization of intended business outcomes. This role will include annual operating planning and managing daily operations for our demand management/prioritization process, funding decision model, OKR maturation, and program performance tracking for DT leadership, as well as providing guidance, training and support for our program staff using Jira Align. This role will be directly responsible for executing the resulting operating model after initial stand-up, and continuously improve the tool and processes, recommending business practice changes to the portfolio manager and the LACE to drive overall process maturity below the portfolio level.

Responsibilities to Anticipate:

  • Portfolio Value Alignment & Agile Governance

    • Partner with Strategic Initiative leads to develop and review lean business cases, linking business benefits to DT investments for funding and allocation requests

    • Help mature Objectives & Key Results (OKRs) and their use / tie to work plans

    • Ensure governance processes are applied consistently in a mixed Waterfall and Scaled Agile environment (shifting to agile) in partnership with demand management (portfolio) team

  • Portfolio Transparency, Metrics, & Risk

    • Responsible for the consistent use and application of standard key metrics, outcomes, and reporting related to key achievements and objectives.

    • Assess and Report the health of portfolio deliveries with objectivity, accuracy, and transparency, ensuring tracking & reporting in selected tool, Jira Align, as source of truth

    • Ensure that appropriate partners are engaged in risk identification and mitigation.

    • Coordinate with GRCs business risk tracking/response efforts

  • Program Team Leadership

    • Work with portfolio epic submitters to capture and track new demand requests, ensuring tie against portfolio goals / strategy through end to end process

    • Support routine meetings for portfolio reviews, namely: new demand request adjudication, portfolio re-allocation, and status reporting

  • Process Maturity / Shifting DT to Lean & Agile

    • Adopt and continuously improve processes for portfolio management to enable lean and agile principles, participating with portfolio manager on continuous improvement efforts (e.g. shifting funding model away from annual project based mentality toward funding dedicated teams/programs)

      Qualifications You Must Have:

  • Must a Bachelor degree in IT or STEM and 10 years of direct experience in in leading multiple information systems projects / programs or if you hold a Master degree in IT or STEM will need 7 years of experience or lieu of a bachelor degree additional 8 years of additional experience is required for a total of 18 years

  • 10+ years working in a portfolio management role

  • 3+ years experience in an agile / scrum environment with experience in large enterprises

  • 5+ years establishing, maturing, and executing a Lean portfolio

  • Proficient with Scaled Agile Frameworks Portfolio Management methodology
    Qualifications We Value:

  • Proficient knowledge of Agile/DevOps/Program Mgmt. Lifecycle Methodologies & Standards

  • Masters degree in Finance, a Science, Technology, Engineering or Mathematics (STEM), Business Administration, or related field

  • Certification with SAFe: SPC, Arch, POPM, or SA; PMI: PMP or PgMP

  • Proficient with Jira Align (formerly AgileCraft), Jira, Confluence, PowerPoint, Sharepoint

  • Excellent written and verbal communication and analytical skills

  • Proven ability to coordinate deliverables and dependencies across business units and communicate and collaborate with all levels, including executives with trust if data

  • Ability to motivate teams and lead without formal authority and with interpersonal skills

  • Experience reporting to a senior level executive team

  • Change Management experience

  • Advanced financial acumen (comfortable with PL statements and financial modeling/forecasting)
