Job Summary:
The Offset Integrated Product Team (IPT) Lead shall be responsible for leading implementation and coordination of offset projects ensuring the successful fulfillment of Offset Obligations for a suite of projects. The Offset Lead will be located in Raytheons office in Warsaw Poland and report directly to the Poland Patriot Offset Program Manager. The Offset Lead will be responsible for developing, implementing and managing detailed (inchstone level) project management plans for projects across industry in Poland. This individual should possess significant project management experience, production and manufacturing knowledge, and knowledge of U.S. Direct Commercial Sale (DCS) and Foreign Military Sales (FMS) contracting. The Offset Lead must have an understanding of relevant compliance processes including International Traffic in Arms Regulations (ITAR)/EAR, Foreign Corrupt Practices Act (FCPA) as well as Raytheon internal policies and guidelines. The ideal candidate shall possess:
Responsibilities to Anticipate:
    • Product, domain, and industry knowledge Broad knowledge of the technology and concepts of RTX products through first-hand experience on programs and/or through functional organizational support. Possess an understanding of RTX and its suppliers capabilities; ability to conduct international industrial capability assessments for co-development and co-production opportunities. Knowledge and understanding of direct and indirect offsets, including RTN internal policies and guidelines. Familiarity and understanding of Polands defense procurement process, the related structures within the Ministry of Defense, as well as the enacted guidelines and how they will apply to acquisitions falling outside of public procurement law.
    • Export / Import Compliance Broad knowledge and understanding of the process and requirements of maintaining compliance with all export and import controls
    • Intellectual Property Keen understanding of intellectual property rights and attributes. Ability to establish partnerships across key stakeholders (i.e. contracts) to develop mutually agreeable terms, conditions and offset agreements.
    • Stakeholder Alignment Ability to promote collaboration and drive alignment across Raytheon business units, functions and programs as well with external partners and customers.
    • Personal engagement in growing the business Provides value-added time and energy (rolling up ones sleeves); stays up-to-date on key pursuits including shaping the strategy; keeps cross company stakeholders/contributors aligned; leverages resources and talent across other businesses, and draws from past experiences.
    • Negotiation experience Has been part of a contractual or Offset Agreement Negotiation team. Successful negotiation strategy formulation and execution
    • Influential communications Provide leaders with useful, timely, and accurate information by having the latest information, the political savvy, the oral / written communication skills, and the courage to speak up during leadership reviews.
    • Winning strategy creation Has an ability to formulate a winning, executable global business strategy that considers fact-based customer and environmental scenarios, competitive threats and positioning, RMD and Raytheons long-term strategy, and Raytheons complete solution portfolio. Integrates disparate technology and ideas in creating enterprise solutions that address current and future customer/market needs.
    • Business and financial fundamentals A deep enough understanding of general and Raytheon specific financial metrics (e.g. bookings, sales, operating profit, and cash) and processes, and program metrics (e.g. CPI/SPI, EAC) and processes, to provide meaningful insight into business decisions and strategies.
    • Time management - The ability to effectively prioritize and de-conflict competing tasks based on an accurate assessment on what will provide the greatest value to the business.
    • Resiliency - Justified confidence in one's abilities which allows quick recovery from leader or customer rejection, and behaviors continuously consistent with Raytheons values.
    • Cultural Sensitivity The ability and willingness to learn and adapt to differing social, legal, political and cultural factors that affect business dynamics, through great observation skills and adaptability.

Qualifications You Must Have:
  • BA/BS Business and/or Technical degree
  • 10 years business leadership experience in international business development, offset proposal development or execution, contracts, supply chain or program management
  • Project Management experience or experience in companies that bring technology products to market in a heavy regulated industry.
  • Experience in an international supplier technology transfer start up effort
  • Recent experience with Foreign Military Sales procurements or Polish government contracting processes.
  • Ability to travel (local travel within Poland and international travel)
