Raytheon Missiles & Defense (RMD) is looking for an experienced leader to manage a Global Trade licensing team in a fast-paced and high-volume export/import environment.
The position is responsible for managing a team of export and import licensing professionals that generate license applications, manage resulting authorizations, review and approve product classifications, contribute meaningfully to program and business initiatives, and conduct export and import transactional reviews for the Naval Shipboard Missile Product Area within the Naval Power Mission Area. This person is responsible to ideate and deliver practical, compliant international trade solutions to support this large, technically complex product area to ensure business success.

They will supervise, develop/mentor and allocate a team of 5-10 Licensing professionals, providing strategic guidance and complex license planning to achieve global business growth, while assuring regulatory compliance and improving processes and procedures in order to optimize productivity across the Product Area. In addition, this position will be delegated the authority to approve Product Area-level funding requests and business execution gates. It will be responsible for approving, maintaining applicable trade compliance records in accordance with the Company policies and USG regulatory requirements, contributing to learning and audit assessment programs to ensure implementation and effectiveness of internal controls. This is a high-visibility position interfacing with all functions and levels of management across the Naval Power Mission Area, and occasionally filling in for the GT Director Naval Power.

Worksite location:
Preferred location is Tucson, AZ, Boston, MA or Portsmouth, RI but this position will be remote for the foreseeable future. People supervised and programs supported are primarily located in Tucson, AZ. Travel required about 15% of the time.

Responsibilities to Anticipate:
  • Manage and lead a GT licensing team that consistently models and exhibits values and behaviors of trust, respect, accountability, innovation, and collaboration.
  • Select top talent, train, mentor, grow, empower and retain subordinates, while fostering a team environment that includes and welcomes differences.
  • Plan, direct, review, sign, and submit high quality export and temporary import authorizations as an Empowered Official.
  • Deliver highly effective, timely, and compliant business results for the Naval Shipboard Missile product area
  • Collaborate effectively with RMD GT, Corporate GT, and other BU GT colleagues, and with product area and functional leadership on an ongoing basis.
  • Verify the legality, compliance, and wisdom of export/import transactions through regular and continuous collaboration with RMD GT Director Naval Power and RMD Global Ethics & Compliance colleagues.
  • Provide expert-level advice and guidance concerning legal and policy requirements related to exporting and importing controlled U.S. and non-U.S. technology.
  • Ensure records are accurately maintained and support health monitoring audits and assessments.
  • Support investigations related to actual or potential instances of noncompliance, and oversee accurate and timely closure of assigned corrective actions.
  • Approve product area funding requests and business execution gates.
  • Stand-in during mission area meetings and reviews for the Global Trade Director Naval Power, as needed.
  • Collaborate with other Naval Power Global Trade Product Area Leads on resource allocation, monthly operational reviews, annual performance ratings, hiring, and development/mentorship opportunities.
  • Primary interface on interpretation of regulatory requirements or company EXIM policies and procedures for complex capture opportunities and multinational program execution.
  • Participate in and lead special projects, cross-functional business projects and corporate projects to optimize global business

Qualifications you must have:
  • 12 years prior relevant work experience.
  • Bachelors degree; preferably in business related discipline.
  • Experience managing teams; preferably in Global Trade licensing.
  • Experience making improvements to processes, systems or products to enhance performance of job area.
  • Must be able to obtain Raytheon Empowered Official designation within 1 year of accepting position.
The ability to obtain and maintain a US security clearance. U.S. citizenship is required as only U.S. citizens are eligible for a security clearance

Qualifications we value:
  • Advanced knowledge of and experience with AECA, ITAR, and EAR. Familiarity and working understanding of both ATF regulations of firearms, destructive devices, and explosives, and Customs and Border Protection regulations.
  • Experience acting as an Empowered Official.
  • Excellent interpersonal, communication and writing skills and the ability to manage and prioritize multiple tasks
  • Experience operating with non-US trade regulations; particularly those in the EU, UK, and Germany.
  • Current DoD Security Clearance.
  • Knowledge of structure, content, and purpose of DoDI-S-5230.28, International Transfer Guide for Low Observable/Counter Low Observable (LO/CLO) Technologies and Systems.
  • Experience with process improvement initiatives. Raytheon R6Sigma specialist certification.
  • Familiarity and working understanding of Customs and Border Protection regulations.
  • Experience with RGEMS, DECCS, SNAP-R, SAP GTS and/or OCR EASE systems

This position requires either a U.S. Person or Non- U.S. Person who is eligible to obtain any required Export Authorization.
