Naval Radars is seeking a highly motivated Program Manager to lead the Engineering and Manufacturing Development (EMD), production and integration of the MK 9 Tracker-Illuminator System (TIS) Replacement Continuous Wave Tracking Illuminator (CWTI). The MK 9 TIS is part of the MK 57 NATO SEASPARROW Surface Missile System (NSSMS) onboard Aircraft Carrier, Nuclear (CVN), Landing Helicopter Deck (LHD), and Landing Helicopter Assault (LHA) class ships.

Raytheon is currently in development of a scalable, solid-state illuminator for new production and for retrofit kits into existing systems. With the upcoming anticipated award of the MK 9 TIS CWTI contract, Raytheon will commence with the design completion, production and integration into the MK 9 TIS system.

The leader has full accountability and authority for leading and managing the assigned program. This includes setting program strategy, vision and tactical direction for program execution, meeting contractual schedule and budget commitments and company expectations. The person selected for this role will be responsible for all aspects of the development, production, and integration.

This position is contingent upon contract award.

Responsibilities to anticipate:
  • Monitor adherence to budgets, meet company financials and objectives including AOP bookings.
  • Establishes and maintains key program metrics, defines program milestones/critical path/tactical direction and monitor adherence to program budgets and schedules ensuring program meets customers needs, schedule and financials as defined within the contract.
  • Establishes an executable baseline schedule; negotiating and executing change requirements.
  • Ensures implementation of a robust Risk & Opportunity Management plan, including proactive schedule risk management, to ensure predictable program performance.
  • Uses approved program tracking control systems and reports that accurately measure progress, identifies potential problems in sufficient time for corrective action.
  • Builds, supervises and integrates the performance of the cross functional teams and sub-contractors.
  • Focuses, evaluates, motivates and rewards the program team, enabling them to achieve desired results.
  • Acts as primary customer contact on status and performance and anticipates and fulfills customer needs.
  • Supports requested Program and Corporate Program Management Excellence reviews and actions to closure.
  • Supports the development of the program Annual Operating Plan (AOP) and long term financial outlook and commits the program to specific financial goals.
  • Works closely with the proposal team for new efforts and out-of-scope efforts.
  • Influence others outside of own job area and senior leadership.
  • Act as empowered authority to accomplish program objectives.
  • Leads program transition from development and production to system integration into the MK 9 TIS.
  • Works closely with the Global Supply Management team to ensure positive integration of subcontractors and suppliers into the overall program plan, including dual sourcing.
  • Works closely with the MK 99 program to ensure our scalable architecture meets the needs for multiple customers.
  • Works closely with Mission Assurance to ensure implementation of robust Quality Management plan, with process controls and metrics established and tracked both internally and throughout the supply base.
  • Works closely with the MK99 program teams to implement Change Notices and Engineering Change Proposals (ECPs) into production with managed risk.

This position can be based in Marlborough, MA or Andover, MA and requires the ability to travel domestically, about 25% of the time.

Qualifications you must have:
  • 12 years of relevant program management or project management experience
  • Bachelors degree; preferably in STEM or in business discipline
  • Prior experience working with a DoD customer
  • Experience managing and overseeing program management tools such as Risk and Opportunity Management, Cost and Schedule Management, and/or Earned Value Management
  • Experience with Sub-systems
  • Program Management Level 3 Certification (or equivalent), or ability to obtain within a year of hire
  • Active and in-scope Secret US security clearance

Qualifications we value:
  • Masters Degree from an accredited university
  • Experience with U.S. Navy customer
  • Demonstrated experience in leading a program over $50 million
  • Experience transitioning from development, production to system integration
  • Technical knowledge of illuminators & production start-up experience
  • Knowledge of International Traffic And Arms (ITAR) & Export Import (EXIM) licensing requirements
  • Experience in Supply Chain Management and Operations
  • Experience with managing Risk & Opportunity
  • Strong business acumen, communication, interpersonal skills & ability to influence
  • Experience building, retaining, & leading high performing, geographically diverse functional teams

This position requires either a U.S. Person or Non- U.S. Person who is eligible to obtain any required Export Authorization.

This position requires the eligibility to obtain a security clearance. Non-US citizens may not be eligible to obtain a security clearance. The Defense Industrial Security Clearance Office (DISCO), an agency of the Department of Defense, handles and adjudicates the security clearance process.
