Raytheon Missiles and Defense (RMD) has an opening for a Senior Manager, Contracts to lead the Hypersonics Programs within RMDs Advanced Technology organization, which focuses on key pursuits as well as development efforts that serve as the growth engine and front end of the business, critical to the future growth of RMD. RMD is working on the forefront of technology, advancing industry knowledge and capabilities to meet and overcome the challenges of hypersonic flight, and accelerating development of hypersonic weapons using state-of-the art expertise and investment in new infrastructure, people, and technology. Fielding these weapons is vital to our national security.

The Senior Manager will lead and supervise a team of five Contracts professionals, providing day-to-day as well as strategic Contracts leadership for the Advanced Technology Hypersonics portfolio. This highly competitive total system development area requires quick turn proposal responses, robust Intellectual Property strategies, and novel contracting approaches. This position offers the candidate a broad opportunity to engage in varied contract activities for several portfolios of programs which include strategic competitive pursuits and several large development efforts in the early phases.

This role includes analysis of Request for Proposals (RFP), proposal reviews and coordination, contract negotiation, estimate at completion (EAC) reviews, support of program management and execution reviews, Intellectual Property and investment strategy development, and general contract administration. Responsibilities include working closely with the Portfolio Directors, Program Managers, Chief Engineers, Business/Estimating, and Supply Chain to construct, submit and negotiate pricing proposals; providing guidance to senior management regarding contractual and business issues; ensuring that negotiated terms and conditions comply with company policies; advising management of contractual rights and obligations and possible mitigation of contractual/program risks.

Required Skills:
  • 10+ years of contracts or related finance/subcontracts/legal experience including negotiation and administration of major contracts and/or subcontracts (or an advanced degree with 7+ years experience)
  • Bachelors Degree, preferably in Business, Finance or related field
  • Defense Industry experience in organizations that bring technology products to market in heavily regulated industry
  • U.S. Citizenship is required
  • Active Secret security clearance

Desired Skills:
  • Active Top Secret clearance a plus
  • Knowledge of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)
  • Experience managing development contracts
  • Experience with competitive contracts
  • Experience as a team or program contracts lead
  • Ability to understand the financial aspects of contracts and risk quantification
  • Demonstrated ability to develop effective relationships with customers and internal partners based on understanding, teamwork, and trust
  • Experience working is a fast-paced environment, where prioritization is required to be effective
  • Proven record of responsiveness with strong time management and organization skills
  • Contractual acumen with proficiency in contracts fundamentals
  • Related contract administration experience including hands-on proposal preparation and contract negotiations with the US Department of Defense (DoD)
  • Familiarity with Other Transaction Agreements, Intellectual Property, license agreements, or teaming agreements
  • Juris Doctor or MBA a plus
