Raytheon Missiles & Defense (RMD) Office of General Counsel (OGC) is seeking an experienced lawyer to join our Global Ethics and Compliance (GEC) Investigations Team. The Sr. Counsel, GEC Investigations, will be responsible for leading internal investigations related to potential regulatory trade violations and providing timely, professional investigative guidance and supervision to GEC investigators as Subject Matter Expert. This position supports the entirety of the RMD global trade population, to include risk management and remediation, and requires specific and unique expertise to provide advice and guidance to program and business leadership. Reporting to the RMD GEC Investigations Lead, the position also supports internal Ethics investigations in high-level or high profile matters.
This position offers potential for growth and upward movement within the organization of the OGC function. As there are future opportunities within the organization, this person will be a prospect for advancement.
Preferred location is Tucson, AZ or Boston, MA but will consider candidates near a RMD facility. Domestic travel is required about 15% of the time.
Responsibilities to Anticipate:
  • Conduct all aspects of global trade investigations, including creating an investigation plan, interviewing employees, reviewing documents, and drafting government disclosures or closure memos.
  • Conduct root cause analyses and develop, manage, and validate effective corrective action plans to correct regulatory errors and align behaviors with GT regulations and Company policies.
  • Receive and research case-related questions, engage with team members to work through to solution.
  • Function as a team leader without direct supervisory responsibility while leading strategic initiatives and collaborate with other cross-functional leaders to improve processes, optimize policies, and support the goals.
  • Convey factual information about practices, policies, and standards, etc.
  • Interpret policy and regulations to provide guidance and advice in legally or regulatory complex areas.

Qualifications You Must Have:
  • 10+ years of directly relevant legal experience, to include work as in-house counsel, at a law firm, and/or in government service.
  • Experience with drafting voluntary disclosures for submission to Department of State and Department of Commerce.
  • Substantial expertise in export/import law and regulations, including International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR)
  • In good standing with the bar of a US jurisdiction.
  • Bachelors degree; Juris Doctor (JD) from an accredited US law school.

    The ability to obtain and maintain a US security clearance. U.S. citizenship is required as only U.S. citizens are eligible for a security clearance

This position requires either a U.S. Person or Non- U.S. Person who is eligible to obtain any required Export Authorization.
