If you would like to work in a collaborative, flexible environment that offers challenging professional opportunities, wed like to meet you. RMD has an opening for a Sr Contracts Negotiator or Contracts Manager in our Standard Missile 2 (SM-2) areas within the Naval Power (NP) Mission Area.

The SM-2 position is located in Tucson, AZ. Regular travel will be required to the Tucson, AZ facility if working at a different location. Full time telecommuting is permitted during COVID-19.

The individual would be responsible for Domestic US Navy, Direct Commercial Sales (DCS) and Foreign Military Sales (FMS) based contracts leadership for a diverse Navy based portfolio of programs and customers. The US Navy is the domestic US Govt contracting authority. DCS/FMS international customers currently include a diverse cross section of countries in all regions of the world. The individual should possess an understanding of international direct commercial sales contracting; experience in either FMS and US contracting; and US and international export / import regulations.

Duties will include participation in front-end assessment of business pursuits, proposal preparation, contract negotiation, contract administration, and significant customer activities to provide for proper contract acquisition and fulfillment of contract requirements in accordance with company policies, legal requirements, and customer specifications. Candidate must be able to readily adapt in a challenging, fast-paced environment. The Contract Professional supporting this key business area is responsible for management of the customer relationship, the provision of business counsel and leadership to the Program Management Teams, together with expedited proposal, negotiation and/or definitization of contracts that are critical to RMD and NP Programs. Must be able to recognize business and contractual issues in program performance implement solutions; carry to completion, while exercising good judgment with minimal supervision.

Key Responsibilities:
  • Provide sound contract management to meet customer obligations, achieve company objectives, and comply with company policies
  • Professionally represent Raytheon on contractual transactions and work closely with customers to develop business relationships
  • Lead for the analysis of Requests for Proposal (RFP), development of proposals, proposal reviews and coordination, negotiation, contractual agreements, contracts execution, as well as general contract administration
  • Effectively manage contractual scope and terms and conditions to ensure work is performed to the overall contract scope
  • Identify, mitigate, and drive the resolution of contractual issues as they may arise
  • Work closely within cross-functional teams to construct, submit, and negotiate Terms and Conditions and pricing proposals, examine and understand cost structure estimates of labor, material, engineering services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness
  • Provide guidance regarding contractual and business issues, advising management of contractual rights and obligations as well as possible mitigation of contractual/program risks within an understanding of contract and financial structures.
  • Demonstrated ability to broker internal and/or external solutions to complex program, contract or financial problems that have general impact on annual operating plan (AOP) performance



Required Skills:
  • 6 years of professional experience in a contracts, business, or related field.
  • BA/BS in Business, Finance, Economics or a related field
  • Working knowledge of U.S. Government acquisition and related regulations, e.g. FAR, DFARS, and ITAR

Desired Skills:
  • Experience working as a team leader over at least one other team member
  • Experience negotiating and administering DOD programs greater than $100M in value
  • Familiarity with the Integrated Contract Management System (ICMS)
  • Knowledge of basic financial business principles and an understanding of applicability to contracts and business
  • Ability to concurrently work multiple projects with strict deadlines.
  • Possess excellent time management and organizational skills with experience working in a fast-paced environment, where prioritization is required to be effective.
  • Strong business acumen with the ability to recognize risk elements in business transactions
  • Effective communicator both orally and in writing; strong analytical skills; strong interpersonal skills; be adaptable to a variety of business situations.
  • Demonstrated ability to develop effective relationships with customers and internal partners based on understanding, teamwork, and trust.
  • Ability and willingness to travel both domestically and internationally for customer negotiations and other engagements


Security Clearance:
This position requires the eligibility to obtain security clearance. Non-US citizens may not be eligible to obtain a security clearance. The Defense Industrial Security Clearance Office (DISCO), an agency of the Department of Defense, handles and adjudicates the security clearance process. Security clearance factors include, but are not limited to, allegiance to the US, foreign influence, foreign preference, criminal conduct, security violations and drug involvement. Employment is contingent on other factors, including, but not limited to, background checks and drug screens.
