RMD Naval Power Area has an opening for a Strategic Acquisition Architecture Sr. Contracts Negotiator/Contracts Manager in the Naval Power Mission Area, which includes the latest technological pursuits in the development of Naval weapon systems, a strategic focus for national defense.


Key Responsibilities:
  • Create and maintain a solid relationship between Contracts and Supply Chain.
  • Align program objectives Mission Area business goals, terms, and requirements.
  • Identify inconsistencies and mitigate risks between Prime Contracts and Subcontracts.
  • Act as an advisor to provide sound contract management and supply chain management advice to meet customer obligations, achieve company objectives, and comply with company policies
  • Professionally represent Raytheon on contractual and supply chain management transactions and work closely with Contracts, Supply Chain and Program Management to develop long term strategies
  • Advise on management of contractual scope and terms and conditions, at the proposal stage to help shape the overall contract scope
  • Identify, mitigate, and drive the resolution of contractual and supply chain management issues before they arise
  • Work closely within cross-functional teams to construct, submit, and negotiate Terms and Conditions and pricing proposals, examine and understand cost structure estimates of labor, material, engineering services, production costs, performance requirements, and delivery schedules to help ensure accuracy and completeness
  • Provide guidance regarding contractual, supply chain management and business issues, advising management and developing mitigation plans addressing contractual/program risks.

Required Skills:
  • 6 years applicable business-related experience
  • Bachelors Degree in Business, Finance, Supply Chain Management or related field
  • Prior experience with US Government contracts or Supply Chain Management
  • U.S. Citizenship is required

Desired Skills:
  • Knowledge of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)
  • Experience managing production, development, or service contracts
  • Ability to understand the financial and material aspects of contracts and risk quantification
  • Demonstrated ability to develop effective relationships with customers and internal partners based on understanding, teamwork, and trust
  • Experience working is a fast-paced environment, where prioritization is required to be effective
  • Proven record of responsiveness with strong time management and organization skills
  • Contractual acumen with proficiency in contracts and supply chain management fundamentals
  • Related contract administration experience including hands-on proposal preparation and contract negotiations with the US Department of Defense (DoD)
  • Experience with US Government and US Prime Contractor customers as well as end-user communities in the development and acquisition of major systems
  • Familiarity with Other Transaction Agreements, Intellectual Property, license agreements, or teaming agreements
  • Juris Doctor or MBA a plus

Security Clearance:
This position requires the eligibility to obtain security clearance. Non-US citizens may not be eligible to obtain a security clearance. The Defense Industrial Security Clearance Office (DISCO), an agency of the Department of Defense, handles and adjudicates the security clearance process. Security clearance factors include, but are not limited to, allegiance to the US, foreign influence, foreign preference, criminal conduct, security violations, and drug involvement. Employment is contingent on other factors, including, but not limited to, background checks and drug screens.
