Job Summary:
The Program Integrator (PI) is a direct report to the Program Management Excellence (PMX) Directorate and matrixed to the Standard Missile 3 IIA Program Manager, as an affordability manager. This position will provide team leadership among the program office, assigned integrated product, and cross product teams.

This position is responsible for partnering with program leadership to execute affordability projects to achieve cost and performance targets on existing contracts and to enhance business growth opportunities across the family of SM-3 missiles. This includes driving and implementing leadership change best practices, identifying cost reduction opportunities aligned with near term execution and long-range business growth objectives. This role is responsible for identifying affordability opportunities, developing, gaining agreement and execution of an affordability strategy across SM-3 aligned with associated programs within the Strategic Engagement Systems (SES) Product Area and across RMD Mission Areas. The individual has high visibility with key decision makers, interfacing with many levels of leadership and various stakeholders, to include external customers. This role is expected to facilitate and broker solutions to solve problems, exploit opportunities and improve the overall health of the business.


Responsibilities to Anticipate:
  1. Develops program enhancing partnerships with internal functional organizations (Integrated Program Teams/Cross Product Teams) such as contracts, finance, procurement, manufacturing, quality control, logistics, data management (CDRL support) and administrative functions).
  2. Display strong communication, influence management, and presentation skills with both internal and external customers
  3. Sets budgetary guidelines and directs the performance of program task elements by developing program enhancing partnerships with internal functional organizations, such as contracts, finance, procurement, manufacturing, quality control, logistics, and administrative functions.
  4. Establishes standards and an executable program baseline using the approved business model and management tools.
  5. Supports the program risk and opportunity process, in accordance with specific financial goals and obligations.
  6. Execute daily program management and cadence i.e., risk review boards, customer reviews, failure review boards, program reviews such as Program Management Reviews (PMRs) and staffing, and decision reviews to achieve contract commitments
  7. Preparing, revising, updating and monitoring required documentation and analysis in compliance with contract requirements, Raytheons Integrated Product Development System (IPDS) such as Gate reviews and GEM tool, Earned Value Management System (EVMS), Corporate and Business policies and procedures.
  8. Capturing and tracking program actions and working with action owners to ensure timely closure of actions.
  9. Lead and support proposal and capture efforts to include Basis of Estimates (BOEs), startup activities, Responsibilities & Capabilities (R&C) and gating processes.
  10. Identify and implement key program assessments and metrics to lead development of situational awareness charts and performance assessments to enable program success drivers by program leadership teams.
  11. Develop an affordability strategy to meet or exceed current and near-term cost and performance targets, and to enhance business growth potential for the long-term
  12. Provide leadership guidance in leveraging the RMD CORE Operating System and advanced problem-solving subject matter expertise for oversight to the affordability project leads and teams. Provide cross-program perspective and affordability expertise to the SM-3 Leadership Team for establishing a comprehensive strategy and partnership to drive transformation of affordability across the program in alignment with business objectives
  13. Encouraging an entrepreneurial and innovation mindset of the entire SM-3 program, centered on data driven decision and promoting quick action toward innovative solutions
  14. Partnering at multiple levels within RMD to ensure program execution success
  15. Establishing and maintaining customer relationships within the Missile Defense Agency (MDA) affordability team
  16. Communicating clearly and removing barriers to execution across the SM-3 portfolio of programs
Qualifications You Must Have:
  • A minimum of 8 years of business, program, or project management professional experience
  • Experience with program management tools and processes such as Earned Value Management System (EVMS), Integrated Master Plan (IMP) / Integrated Master Schedule (IMS), Risk and Opportunity
  • Experience balancing technical costs, and schedule constraints to achieve project success
  • Bachelors degree
  • The ability to obtain and maintain a US security clearance. U.S. citizenship is required as only U.S. citizens are eligible for a security clearance.
Qualifications We Value:

  • Earned Value Management certification
  • Proficiency with Program Management tool suite or similar systems
  • Demonstrated skills in planning and execution for both short-term requirements and long-term opportunities
  • Strong interpersonal skills with special focus on achieving active participation of appropriate individuals across the business
  • Project Management Professional (PMP) Certification, Raytheon Program Management Certification, Earned Value Certification or equivalent
  • Demonstrated ability to develop and integrate solutions to complex programs, prior experience in engineering planning
