Job Description

The Georgia Tech Research Institute (GTRI) is seeking a dynamic and experienced Senior Program Manager to join the EW Modeling and Analysis Division (EWMAD) of the Electro-Optical Systems Laboratory (EOSL) to be based in Patuxent River, MD. The ideal candidate will be experienced in developing, directing, and overseeing a portfolio of research projects supporting the modeling, simulation, and analysis of RF and EO/IR systems for the Department of Defense (DoD). The Senior Program Manager is responsible for technical program execution, schedule, and budget in addition to developing future programs and funding opportunities. They will develop trusted relationships with sponsors and also serve in an advisory capacity to critical stakeholders defining the technical direction of projects and technical thrusts.

The Senior Field Office Program Manager will be expected to lead and participate in the execution of multiple projects simultaneously, where duties include leading technical teams, managing technical programs, delivering on contract requirements, collaborating with internal and external colleagues, and engaging with sponsors. The candidate will have strong problem-solving skills and the ability to develop creative solutions to complex technical, programmatic and operational problems. The ideal candidate will be expected to develop excellent relationships with current and potential U.S. Navy sponsors, contribute to white papers and proposals, and set technical direction.

Job Duties

  • Act as the division and EOSL senior representative in the GTRI Patuxent River field office and with major sponsors.
  • Develop and execute a strategy for the growth and sustainment of work that achieves lab and division goals and objectives.
  • Support hiring of technical team members to build a team commensurate with the growth of work.
  • Perform mentoring and training of team members in technical and other areas.
  • Lead business development and major sponsor engagement activities in support of division and lab programs.
  • Coordinate with field office management and other GTRI lab technical program managers for collaboration, business development, and work execution.
  • Document and communicate advanced concepts, strategies, and plans to internal and external stakeholders.
  • Participate as a subject matter expert (SME) on programs.
  • Negotiate and support contracts.
  • Work across the organization with purchasing, finance, security, and other support units to achieve project objectives.

Education & Length of Experience

Senior Research Engineer/Scientist/Technologist/Associate

  • A Bachelors and Masters degree required, with one or both in Computer Science, Computer/Electrical Engineering, Mechanical Engineering, Aerospace Engineering, Systems Engineering, Mathematics, Physics, or related technical field and seven (7) years of relevant full-time experience after completion of that degree,
  • A Bachelors and Masters degree required, with one or both in Computer Science, Computer/Electrical Engineering, Mechanical Engineering, Aerospace Engineering, Systems Engineering, Mathematics, Physics, or related technical field and nine (9) years of relevant full-time experience after completion of a Bachelors degree, or
  • A Bachelors and Doctoral degree required, with one or both in Computer Science, Computer/Electrical Engineering, Mechanical Engineering, Aerospace Engineering, Systems Engineering, Mathematics, Physics, or related technical field and four (4) years of relevant full-time experience after completion of a Bachelor's degree.

Principal Research Engineer/Scientist/Technologist/Associate

  • A Bachelors and Masters degree required, with one or both in Computer Science, Computer/Electrical Engineering, Mechanical Engineering, Aerospace Engineering, Systems Engineering, Mathematics, Physics, or related technical field and eleven (11) years of relevant full-time experience, or
  • A Bachelors and Doctoral degree required, with one or both in Computer Science, Computer/Electrical Engineering, Mechanical Engineering, Aerospace Engineering, Systems Engineering, Mathematics, Physics, or related technical field and seven (7) years of relevant full-time experience.

Required Minimum Qualifications

  • 7 years of experience leading cross-disciplinary and cross-functional teams
  • Experience with delivering hardware, software, and/or analysis products
  • Experience with business development activities including identifying opportunities, proposal writing, and cost estimates or if coming from a military/government background, have documented experience in analogous activities and key government relationships and organizational knowledge
  • Demonstrated success planning, initiating, and executing complex projects involving research and development
  • A background involving EW, modeling and simulation, and operational naval aviation systems
  • Experience working with and/or supporting NAVAIR programs, organizational structure, and contracting

Preferred Qualifications

  • TS/SCI Clearance
  • A strong background facilitating dialogue, collaboration, and partnerships between research personnel and government and/or industry stakeholders
  • Demonstrated experience managing technical teams/organizations (e.g. experience managing teams ranging from engineering researchers, technicians, administrators, and support services)
  • Experience with large government research programs and/or contract vehicles including demonstrated success in winning competitive selection efforts
  • Experience planning complex engineering work and leading engineering teams in the execution of that work
  • Experience with operational and developmental test and evaluation

U.S. Citizenship Requirements

Due to our research contracts with the US federal government, candidates for this position are required to be US Citizens.

Clearance Type Required

Candidates must be able to obtain and maintain an active security clearance.
