Job Description

The position of Senior Operations and Test Manager is a position within the Sensor Protection Technologies Program Office in the Sensors and Electromagnetic Applications Laboratory (SEAL). The chosen individual will lead and manage technical research and innovation programs within the fields of advanced radar signal processing, underwater acoustics, adaptive sensors, machine learning, and electronic attack and electronic protection.

Key responsibilities of this position include:

1. Test Planning: Provide customer interface, generate test plan documents, generate and present test planning meetings, coordinate GTRI test resources and staffing, coordinate with test range and program office scheduling, provide interface with other contractors and Government organizations designated by the customer as part of the test community, assess and iterate on the data collection and analysis plan, and support prioritization of test objectives.

2. Test Execution: Support the deployment and operation of test assets, participate in quick- look data quality assessments, assist in the modification and refinement of test objectives and test plans based on evolving test results, coordinate GTRI personnel and activities with test range organizations, conduct test aircraft pilot pre-and post-mission briefings, support pre-and post- mission customer reviews, and coordinate GTRI personnel and equipment resources during test event.

3. Operational Concept Development: Support existing and new projects in the generation and description of operational concepts or the operational implications of new technologies for radar and electronic warfare. Recommend and support incorporation of operational considerations in modeling and simulation efforts being performed by GTRI or by other organizations with GTRI support.

4. Program Management: Provide customer interface, perform financial tracking and management, generate program schedules, coordinate activities across portfolio of programs, identify test asset conflicts, identify and recommend resolution of staffing conflicts across multiple programs. Generate financial, administrative, and technical reports to multiple customers. Coordinate and support customer reviews and technical interchange meetings. Track and ensure timely completion of contract deliverables.

Education & Length of Experience

Senior Research Associate

  • A Master’s degree and seven (7) years of relevant full-time experience after completion of that degree,
  • A Master’s degree and nine (9) years of relevant full-time experience after completion of a Bachelor’s degree, or
  • A Doctoral degree and four (4) years of relevant full time experience.

Required Minimum Qualifications

  • Candidates must have at least 10 years of experience in radar, signal processing, or related field of interest. 
  • A working knowledge of the types of sensors involved in current C2ISR programs is also required.

Preferred Qualifications

  • Active clearance is preferred.
  • Knowledge of existing and potential ISRD customers is preferred.

U.S. Citizenship Requirements

Due to our research contracts with the US federal government, candidates for this position are required to be US Citizens.

Clearance Type Required

Ability to obtain Top Secret Clearance upon hire
