Position Overview:

Strategic Sensor Systems (S3) is seeking a Senior Program Manager (PM) to manage the BMDS Modeling and Simulation Task Order (M&S Task Order) on the Radar Test Contract (RTC). This role will be based in our Huntsville, AL location and responsible for leading all aspects of program execution (cost, schedule, technical performance and customer satisfaction) for the Open System Architecture Sensor Models (OSM) and Open System Architecture Signal Injector (OSI) products for the Ballistic Missile Defense System family of radars. This includes the Army Navy/Transportable Radar Surveillance and Control Model 2 (AN/TPY-2) radars, the Sea-Based X-Band Radar (SBX), Upgraded Early Warning Radars (UEWR), and the COBRA DANE (CD) radar platforms.

The RTC M&S Sr. PM will be the primary interface with the Missile Defense Agency customer, creating a strong relationship and partnership, to provide products and solutions in support of achieving the goals of the MDA Sensors Engineering customer while maximizing award fees. Additionally, will provide leadership to manage a complex team including Suppliers integrated into the performing teams and is accountable for P&L. And will work with multiple functional organizations and subcontractors, providing clear direction aligned with the Mission Area and Program goals.

The RTC M&S Sr. PM will shape future pursuits with the customer, executing cost/proposal efforts and developing various task order pursuits for additional modeling and simulation, product deployments and contract revisions. Focus will be on strategic expansion of S3 products and capabilities which align with internal technical roadmaps, requiring strong customer intimacy and partnering with S3 Program Area leadership. Successful candidate will establish and sustain business relationships, respond to and identify customer needs and value propositions, communicate technical requirements, and lead a geographically diverse team to achieve business objectives. The RTC M&S Sr. PM will deliver on contractual and financial commitments, champion Raytheons standards of conduct, and promote a One Company perspective for the most effective solutions to meet customer needs and grow the business.

Responsibilities to Anticipate:

Develops and implements objectives to meet the RTC M&S Annual Operating Plan (AOP) and 5 Year Plan, aligned with S3 strategy and company technical roadmap.
Develops effective relationships with customers and stakeholders.
Conducts planning for M&S to meet cost, schedule and technical requirements.
Establishes M&S program milestones, develops & monitors Integrated Master Schedule (IMS) with adherence to program plans, budgets and schedules, executes to plan; Responsible for the program through start up to close out of each task order.
Adherence to program controls and reporting structures to accurately measure progress, identify issues and trends in order to establish corrective actions plans to ensure contract commitments.
Implements required financial controls on assigned programs and task orders, including comprehensive application of Earned Value Management System (EVMS) tools to track and ensure optimal financial performance.
Coordinates efforts and ensures performance of program functional task elements such as sustaining engineering, end user support, logistics support, security, EXIM compliance, quality control, facilities, risk management, and staff allocation as required.
Directs and integrates the performance of the program Integrated Product Teams and functional organizations.
Directs proposal (task plan) preparation, statements of work, negotiation and administration of contracts.
Understands and uses risk and opportunity management to lead the program team and manage the program management baseline.
Understands and is familiar with the Integrated Product Development Process and how to use it to achieve program success.
Develops partnerships with Operations, Engineering, Contracts, Finance, Global Supply Chain, Quality, Configuration Management, as well as other Administrative Functions.
Manages external status reviews including Technical Interchange Meetings (TIMs) and Test/Ship Readiness Reviews. Supports internal status reviews including Gate Reviews, Estimate at Completion (EAC) reports, and Program Management Reviews (PMRs).
Focuses, evaluates, motivates and rewards the program team, enabling them to achieve desired results.
Supports a program organizational culture aligned with Raytheon Technologies vision and values.

Qualifications You Must Have:

A University Degree or equivalent experience and minimum 10 yearsprior relevant experience, or an Advanced Degree in a related field and minimum 7 years experience
2 years or more of program management, engineering, Operations or related experience in Defense contracting with budget / execution responsibility (includes such as IPT/CPT)
Experience partnering and collaborating with multi-disciplined cross functional teams within a matrix or large organization structure
Possesses ability to blend program management strategy and execution translating to long-term business growth
Proven understanding and implementation of program leadership best practices and / or processes to include capture management, engineering development and / or mission support activities
Experience with project management tools and / or processes such as IPDS, EVMS, IMS/IMP, Risk Management, GEM, Financial Forecasting and Estimates at Completion (EACs)
Experience presenting to customers and senior leadership
Ability and willingness to travel
Superb written and verbal communication skills
US Citizenship

U.S. Citizenship is required as this position will require a U.S. Security on day one of employment

Qualifications We Value:

Masters Degree in Engineering, Science, Math, Business and / or other relevant degrees
PMX Level 4 Certification or equivalent, or the ability to obtain PMX Level 4 Certification within one year of being in role
Demonstrated experience as a change agent, able to energize matrixed teams to achieve beyond expectations
Ability to develop customer and program enhancing partnerships with internal functional organizations; such as Contracts, Finance, Engineering, Supply Chain, Mission Assurance, Operations and other support functions
Current Active U.S. Secret Security Clearance (DoD)
