Job Description

The Program Management Support Office (PMSO) is seeking a Senior Manager for its Project Support (PS) Group. PMSO is responsible for providing GTRI Project Directors (PDs) with managerial support of assigned projects. Understanding and performing these managerial responsibilities is vital to the success of GTRI projects. The methods and processes used across GTRI to accomplish these tasks are varied and are not necessarily transferable between varying programs.

Some of these support tasks may include but are not limited to:

  1. Developing and understanding the project's critical success factors
  2. Developing and maintaining accurate schedules
  3. Developing and maintaining a financial plan
  4. Understanding and resolving key program management issues that may arise with various sponsors
  5. Tailoring project management tools, techniques, and methods for individual programs and
  6. Planning all aspects of project execution.

The PMSO Project Support Group is responsible for applying these project management principles directly to projects that are being supported and through other equally important knowledge distribution channels to all GTRI projects and PDs.

Job Duties

  • Manage a group of ~10 project support professionals
  • Increase the visibility and value proposition of PMSO project support across the organization
  • Contribute to developing the goals and vision of PMSO
  • Identify and develop new internal PD customers
  • Teach project management principles to GTRI PDs
  • Develop a professional library of project management templates, documents, and guides

Travel Requirements

10% - 25% travel

Education & Length of Experience

Research Engineer/Scientist/Technologist/Associate II

  • A Masters degree in Business, Project Management, or STEM and three (3) years of relevant full-time experience after completion of that degree,
  • A Masters degree in Business or STEM and five (5) years of relevant full-time experience after completion of a Bachelors degree, or
  • A Doctoral degree in Business, Project Management, or STEM.

Senior Research Engineer/Scientist/Technologist/Associate

  • A Masters degree in Business, Project Management, or STEM and seven (7) years of relevant full-time experience after completion of that degree,
  • A Masters degree in Business, Project Management, or STEM and nine (9) years of relevant full-time experience after completion of a Bachelors degree, or
  • A Doctoral degree in Business, Project Management, or STEM and four (4) years of relevant full-time experience after completion of a Bachelor's degree.

Required Minimum Qualifications

  • 3 or more years of experience working with DoD Sponsored Projects
  • 3 or more years of experience in:
    • managing and forecasting budgets,
    • developing and maintaining schedules,
    • managing risk,
    • interfacing with internal and external customers,
    • managing project deliverables, and
    • proposal development
  • Consideration may be given to those holding at least a Bachelors degree in Business, Project Management, or STEM and 10+ years of experience in both project management of DoD Sponsored projects and in: 
    • managing and forecasting budgets,
    • developing and maintaining schedules,
    • managing risk,
    • interfacing with internal and external customers,
    • managing project deliverables, and
    • proposal development

Preferred Qualifications

  • Certifications in any of the following: PMP, Change Management, Lean Six Sigma

U.S. Citizenship Requirements

Due to our research contracts with the US federal government, candidates for this position are required to be US Citizens.

Clearance Type Required

Candidates must be able to obtain and maintain an active security clearance
