Raytheon Technologies is seeking an experienced and dedicated Senior Manager to join the ethics organization at one of Raytheons four operating business divisions: Raytheon Missiles and Defense (RMD), headquartered in Tucson, Arizona. The Senior Manager will report to the RMD Ethics & Business Conduct Leader and support the management and strategy of the RMD Office of Ethics & Business Conduct, which is part of the RMD Office of General Counsel (OGC).

The successful candidate will be comfortable working in a team environment and collaborate seamlessly with colleagues and internal clients to deliver practical and compliant business solutions on complicated ethics and compliance issues.

Responsibilities to Anticipate:
  • Owns, develops, and manages overall strategy, execution, and expansion of the RMD Global Ethics and Compliance Officer (ECO) Network providing all employees frontline resources and timely guidance to reduce compliance and ethics risks. Role requires a diverse breadth and depth of business processes and requirements with the ability to identify and understand risk areas (programmatic, location, functional) to communicate or connect ECOs to appropriate resources.
  • Provide leadership and support in the development of strategic initiatives, learning, policies, root-cause analysis, metrics, and risk management practices for the Ethics program.
  • Develop a global strategy for effective communication and solutions for RMD Global Ethics Office learning requirements, tools, initiatives, collaborations, and resources.
  • Supports implementation of Raytheon's Ethics and Business Conduct Program and assures consistency in approach to compliance and standards of business conduct.
  • Assists Ethics and Business Conduct Leader with training, communicating, implementing, and monitoring all aspects of the Ethics Program.
  • Functions as ethics advisor, responding to requests for opinion, including advice to leaders and employees on courses of action to deal with ethics issues.
  • Assures that a confidential communications process is maintained, which assists employees to raise ethics-related concerns without fear of retribution.
  • In consultation with the Office of General Counsel, assures that procedures are in place for addressing violations of Raytheon's Code of Conduct, including procedures for investigating and resolving substantiated matters by appropriate and consistent corrective action.
  • Supports investigations of alleged misconduct, FAR 52.203-13 Mandatory Disclosures matters, and other significant issues that are reported the Ethics Office.
This position can be based near any major RMD site and requires domestic travel 20% of the time.
Qualifications you must have:
  • Bachelors degree; preferably in a J.D., business, accounting finance or related.
  • 12 years of relevant experience; preferably in ethics and compliance, investigation, forensic accounting, financial, paralegal and/or law enforcement experience.
  • Experience with prioritizing and managing multiple complex, time-sensitive projects simultaneously and efficiently.
  • Prior experience with leading initiatives and working within time constraints and adapt to changing situations.
  • Experience with handing sensitive situations with professionalism and ensuring that confidentiality is strictly maintained, enabling employees with ethics related concerns to surface them without fear of retaliation.
  • Prior experience working independently with minimal supervision while managing and prioritizing multiple tasks and support investigations, information gathering and other time-sensitive projects simultaneously and efficiently in a team environment.

The ability to obtain and maintain a US security clearance. U.S. citizenship is required as only U.S. citizens are eligible for a security clearance.

Qualifications we value:
  • Masters Degree or J.D.
  • Proactive and well organized with the ability to articulate orally and in writing, and clearly present data. Excellent interpersonal, communication and writing skills.
  • Experience with contributing to the overall development of strategy and assessments on ethics programs involving large volumes of data; ability to analyze data, identify key documents, spot trends, and implement corrective actions under the supervision of the Ethics and Business Conduct Leader.
  • Sound judgment and meticulous attention to detail.
  • Familiarity with Federal Acquisition Regulations, DCAA audit practices, DoD IG mandatory disclosure requirements, domestic and international anti-corruption regulations, and/or post-government employment regulations and restrictions
    • Familiarity with government financial accounting regulations and compliance
    • Strong verbal and written communications to include conducting investigative interviews and drafting investigative reports and documents
  • Related certification in Ethics and Compliance (e.g. CCEP, LPEC)
