This role requires significant collaboration with other areas of the corporation especially Raytheon Intelligence & Space (RIS). There will also be collaboration requirements/opportunities with Pratt & Whitney and Collins Aerospace. This is a unique opportunity that has a significant autonomy and tremendous exposure to leadership in various businesses.


We are looking for a passionate Contracts professional to accept a high degree of responsibility in a complex, multi-contract International Program area representing a dynamic portfolio that is roughly ~$4B USD. This portfolio involves a multitude of programs supporting valuable strategic and long-standing customers in the Middle East Region, specifically, the United Arab Emirates (UAE) and their multiple service branches and some commercial companies. This position will be located at the Raytheon Emirates Limited (REL) offices in Abu Dhabi, UAE. This individual will be responsible for managing the transactional components of Direct Commercial Sales contracts and pursuits in UAE. This individual should possess prior knowledge of Direct Commercial Sales (DCS), Offset, and Foreign Military Sales (FMS) contracting, and business acumen.

Responsibilities to Anticipate:

  • Leverage current and/or prior experience and demonstrated in-depth knowledge of international business environment and industrial partner/government customer network to serve as the customer interface for contractual matters.
  • Engage in strategic assessment of Offset venture pursuits, including project development and pertinent negotiations with industrial partners and Offset Authorities.
  • Provide strategic thought leadership to develop innovative Offset solutions resulting in achieving business and mission area objectives
  • Develop Offset strategies for exploiting growth markets and specific business pursuits.
  • Take ownership of tough issues and use knowledge of situational dynamics to establish personal engagement strategy and drive closure on contractual issues.
  • Work across the enterprise to shape opinions of key stakeholders, balance competing priorities of multiple customer stakeholders and use astute judgment as to engaging executive direction on how to move forward.
  • Coordinate cross-functionally to manage and maintain portfolio performance metrics and regular communication to leadership
  • Lead the development of proposals, negotiations, contractual agreements, contract execution, and day to day administration
  • Facilitate cash collections to meet critical Annual Operating Plan (AOP) goals for each financial quarter
  • Develop key customer relationships with external customer organizations including, but not limited to banks, the Ministry of Defense Acquisition Department, End User groups, and other financial institutions
  • This highly collaborative, hands-on role requires regular engagement with the customer, Program Management Office (PMO), and other functions such as Engineering, Logistics, and Finance.

Qualifications You Must Have:
  • Professional experience in a business, contracts, supply chain or similar role
  • Bachelors Degree from a 4 year accredited college or university
  • Global business acumen and demonstrated immersion in a foreign culture
  • 10 years of experience in contracts administration, including proposal preparation and contract negotiation for production and service contracts
  • A proven record in Direct Commercial Sales (DCS) contracting, to include prior experience working on proposals, contracts execution, and compliance

  • Ability to handle multiple projects simultaneously and work independently
  • Expert use of MS Office, especially Excel, Word, PowerPoint
  • Demonstrated ability to develop effective relationships with international customers
  • Entrepreneurial experience in a start-up or investment environment that bring technology products or services to market internationally
  • Ability to work inside U.S. FMS/DCS international contracting framework
  • An active DOD security clearance
  • Demonstrated ability to develop effective and sustaining relationships with customers
  • Working knowledge of licensing requirements for the United States Government (USG)
