Job Description

The Requirements & Capabilities manager position plays a key role in qualifying and winning new business, developing and executing strategy, and customer development. This experienced Manager must identify and understand market needs to growth, work with existing customers and establish new customers, develop strategies and deploy tactics to execute and meeting our annual operating plans for the Land Warfare and Air Defense (LW&AD) Mission Area.


This position reports to the Director, Maneuver, SOF, and Air to Ground Systems, US Requirements and Capabilities and works closely with the President of the Javelin Joint Venture. This BD professional supports the development of Program Area Directors (PAD) strategies, briefs leadership, and leads business development, opportunity shaping, proposal management and capture in support of PAD annual bookings plan. This role participates in customer wants/needs tracking and assessment, and will bring broad market knowledge to assist in identification and qualification of new business opportunities. This position will lead development of capability white papers, customer presentations, and develop and manage marketing materials consistent with Raytheon policy and LW&AD strategy and technology roadmaps.

This leader will also be the subject matter expert for the Raytheon Missile and Defense (RMD) product lines to the customer and will serve as the leader for actions, opportunities and customers stationed at Ft. Benning which includes: the Maneuver Center of Excellence (MCOE), the Commandant of the Infantry School, Soldier Lethality Cross Functional Team, and Soldier Requirements Division MCDID. Related customers include USMC, SOF and the Close Combat Lethality Task Force. The candidate will support the Close Combat Systems PAD with products to include Javelin (and related equipment) and Guided Multipurpose Munition (GMM).


Key Responsibilities include:
  • Pipeline Development; Supports the LW&AD Requirements and Capabilities (R&C) Leads to identify, and develop new business opportunities, and positions new business resources to achieve LW&ADs growth objectives. Customer account value exceeds $500 million.
  • Raytheon Business Development Lead to the Javelin Joint Venture in support of the Javelin program goals and growth strategy.
  • Raytheon Business Development Lead for CCS PAD Emerging Programs to support the continued development and marketing of the GMM working closely with SAAB.
  • Customer/Competitor Intelligence; Builds trust and sound relationships with customers and clearly articulates to LW&AD business leadership customer needs; Discovers, assesses, and interprets competitive landscapes and environmental implications to help inform LW&AD capture efforts; Develops and executes customer contact plans.
  • Supports the development of the LW&AD Product Area product development and marketing strategies to achieve business goals aligned with customer plans and programs.
  • Support the planning, coordination, and execution of a prioritized strategy that focuses on closing pursuits that impact the current plan and Annual Operating Plan (AOP).
  • Serve as RMD RC customer account manager for the Maneuver Center of Excellence, Ft. Benning. This organization is focused requirements development of the Armys Brigade Combat Teams.
  • Supports and leads new business captures; Works within cross-functional teams to develop pricing and win strategies; Supports gate review preparation, and capture process execution, improvement, and transformation.
  • Focus on the customer, understand strategic environment, threat capabilities, problems, priorities, limitations and requirements; Understand how the customer perceives capability and capacity gaps. Create opportunities to help develop requirements; Shape opportunities to explain and promote Raytheon solutions.


Qualifications you must have:
  • US Citizen
  • Active Secret clearance
  • Bachelors degree in Engineering, Business Administration, or a related technical discipline
  • Minimum of 10 years experience in business development, program management, technology development management, or related experience
  • Understands DoD policies and procedures for selection of a source or sources in competitive negotiated acquisitions
  • Familiar with the US Army and Marine Corps customer organizations
  • Travel (domestic) up to 25%

  • Established relationships with key leaders within Ft. Benning and the MCOE.
  • Background in US Army and Marine Corps Infantry Tactics, Techniques, and Procedures.
  • Masters Degree in Business Administration, Engineering, or a related technical discipline
  • Strong written and interpersonal communications and presentation skills including the ability clearly articulate technical and business issues to customer and business leaders
  • Systems Solutions thinker to address customer needs
  • Develop and maintain customer understanding and relationships
  • Excellent leadership, team building, and networking skills
  • Demonstrated ability to work independently as well as to effectively participate on multi-functional teams
  • Strong personal computer skills including a high level of proficiency with MS Office products (Excel, Word and PowerPoint)
  • Firm understanding and working knowledge of the US Government Planning, Programming, Budget and Execution (PPBE) process.
  • Subject matter expertise with man-portable Infantry Anti-Tank Guided Missiles, Shoulder-launched munitions, Infantry mortars and other related weapons.
  • Expertise on ground force maneuver (mounted and dismounted) doctrine, tactics, techniques and equipment/weapons
  • Familiarity with current shortcomings related to infantry direct and indirect weapons and technologies needed to ensure overmatch for the future Army force.
  • Understands US Military requirements development process and the Joint Capabilities Integration and Development System (JCIDS)
