We have an opening for a Senior Defense Systems Analyst to support our partnership with the U.S. Department of Defense (DoD) to provide technical solutions in support of national security and strategic deterrence. As an integral member of the Systems Analysis Group, you will draw on your technical and programmatic expertise to support the DoD and LLNL by assessing national security problems and formulating options in support of strategic deterrence initiatives, through the analysis of multi-domain (conventional, cyber, space, nuclear) deterrence alternatives to counter rapidly evolving threats. This position is in the Systems Analysis Group within the Office of Defense Coordination (ODC) in the Directors Office.


This position will be filled at either the SES.4 or SES.5 level depending on your qualifications. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.

Essential Duties
- Collect, evaluate, and technically assess multiple-source information related to sensitive, politically significant national security topics and maintain keen awareness of current events and key developments relevant to non-strategic and strategic conventional and nuclear weapons, platforms, and emerging technologies.
- Integrate and analyze information from multiple sources into written technical assessments; prepare and deliver formal verbal and written presentations to U.S. Government sponsors, policy makers, and other customers.
- Develop, organize, and lead outreach programs and provide technical support and other interactions to DoD partners, including the Military Departments, Combatant Commands (CCMDs), Office of the Secretary of Defense, Defense Threat Reduction Agency, and other DoD components on activities such as table-top exercises and multi-domain conflict simulations (war games) to strengthen their knowledge in multi-domain deterrence, planning, and operations.
- Represent ODC as a technical leader on projects in one or more assigned areas within the multi-domain strategic deterrence framework.
- Maintain required security in a classified environment for information that is under the analysts direct control.
- Perform other related duties as assigned.

In Addition at the SES.5 Level
- Utilize experience with DoD, other U.S. government agencies, and LLNL to identify technical objectives and develop and lead technical studies, including modeling and simulation and experiments related to pressing deterrence issues in the area of multi-domain deterrence with complex technical and policy components.
- Define, develop, and lead a focused advanced research program, including experimentation as well as systems analysis studies in an assigned area that addresses critical policy questions on multi-domain deterrence, as well as future strategic deterrence options.
- Assist the Systems Analysis Group Leader in identifying and presenting systems analysis study topics to the ODC Director, DOD Council, and the Laboratory Director
- Assist the Systems Analysis Group Leader in developing a long-term strategic plan for systems analysis, including identification of current and future thrust areas in response to strategic threats and development of organizational and staffing options for future growth.

Qualifications
- Ph.D. degree or equivalent in physical science, engineering, or other relevant discipline or the equivalent combination of education and related experience.
- Experience analyzing the technical aspects of weapons of mass destruction (WMD), including nuclear weapons, and their context in strategic deterrence.
- Experience conducting research in a field relevant to open source information analysis with an emphasis on emerging technological threats and opportunities.
- Experience producing finished analytic work based on all available sources of information and under minimal direction.
- Proficient verbal and written communication skills necessary to prepare comprehensive written analyses and make formal presentations that capture complex research results.
- Advanced project management abilities.

In addition at the SES.5 Level
- Significant experience developing, conducting, and leading research and analysis on nuclear weapons and other WMD, nuclear nonproliferation, or nuclear deterrence.
- Experience working with one or more DoD components on experimental or technical studies related to national security or WMD defense programs.
- Advanced national security knowledge as it relates to the threat, or use, of nuclear weapons and other WMD.
- Experience in the collection and analysis of information on foreign WMD programs, including nuclear weapons programs.
- Experience working at or with NNSA, the Department of State, or other U.S. Government agencies.

Pre-Employment Drug Test: External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.

Security Clearance: This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at time of hire. Also, you must have the ability to obtain and maintain Sensitive Compartmented Information (SCI) access. Please note that your current active Q or Top Secret clearance with DOE or another agency does not guarantee DOE SCI access approval; if you are denied access, you may besubject to reinvestigation ofyour existing Q or Top Secret clearance.

Note: This is a Career Indefinite position. Lab employees and external candidates may be considered for this position. Position may be matrixed to ODC.
