Seattle Public Utilities (SPU) is looking for a Senior Control Systems Engineer to be an essential member of the Supervisory Control and Data Acquisition (SCADA) Engineering team. Our system is in continuous operation 24 hours 7 days per week. Your team oversees the SCADA system, used to monitor and control SPU water and wastewater systems. Together with your team, you'll plan, develop, and upgrade the control system. Your role will be critical to protecting drinking water for the 1.4 million people living in the Puget Sound area.

Job Responsibilities


  • Providing I&C design and electrical review for SPU capital projects. This includes conceptual and detailed design, including schematics, wiring, point lists, and documentation.
  • Providing technical support for electrical, instrumentation and control aspects during construction, testing, acceptance, operation and/or maintenance of projects such as water and wastewater pump stations; reservoirs, valve stations, and SCADA improvements.
  • In-house project planning and managing all electrical and instrumentation work on various utility assets, including water and wastewater pump stations, and SCADA monitoring sites, to ensure the work is done safely, efficiently, on time, and on budget.
  • Preparing preliminary project and labor estimates, schedules, material requirements, specifications, cutover instructions, and schedule maintenance instructions.
  • Reviewing final contract documents and work of consultants, electrical contractors, and department field crews.
  • Design control panels, sizing power supplies, creating loop sheets, and develop wiring drawings, I/O integration, and power distribution.
  • Preparation of calculations, P&IDs, data sheets and specifications.
  • Responsible for bidding and procurement of equipment for construction phases of projects.
  • Creating and maintaining standards, procedures and records for SPU instrumentation projects.
  • Supervise Senior I&C Specialist and provide SCADA Technician technical support.




Required Qualifications:
Five years of I&C professional engineering experience and a Bachelor of Science in Electrical Engineering, or other combinations of education and/or experience which provide preparation to do professional electrical engineering work. 

Registered as a Professional Engineer in the State of Washington. 

Current Washington State driver's license.

Desired Qualifications:
Electrical, instrumentation and control design experience for municipal systems, including designing control panels, sizing power supplies, creating loop sheets, developing wiring drawings, I/O integration, and power distribution, producing process and instrumentation diagrams and control descriptions, and specifications. 

Working knowledge of designing systems with Programmable Logic Controllers (PLCs), like A-B  ControlLogix, Opto22 and Siemens S7; SCADA/HMI systems; data communication; VFDs; relay control logic; process instrumentation including pressure, level, flow measurement.

Extensive knowledge of hardware related to SCADA systems including network equipment, telecommunication systems, programmable automation controllers (PACs), diagnostic equipment, computer servers, workstations and peripherals. 

Good written and oral communication skills, especially when conveying technical information to all kinds of audiences. 

Excellent organizational and documentation capabilities. 

Experience with AutoCAD in electrical design and as-built documentation. 

Experience in standards development or application.

Additional Information:
Most work is performed in a normal City work/office environment. 

Field assignments may entail exposure to all types of weather, traffic, hazardous/toxic substances, high voltage energized equipment and work in or near construction sites or in confined spaces.

May be required to work nights, evenings, weekends, and/or holidays. 

Will be required to carry a pager and be on-call to provide 24-hour/7-day-per-week service of the SCADA system.
