Job Summary:
Seeking motivated operations leader for key Test Equipment, Maintenance and Repair (TEMR) Section Manager role at Raytheon Missiles and Defense (RMD), located in Andover Massachusetts. The TEMR department performs approximately 14,000 annual Calibrations, 12,000 annual repairs, and offers maintenance repair and calibration support for over 450 test platforms supporting numerous production programs. The TEMR department also provides support in capital equipment planning, project development of new test platforms, as well as providing solutions to address test equipment obsolescence. The TEMR Department provides electrical and mechanical calibration and repair services of Commercial-Off-The-Shelf (COTS) test equipment as well as unique manual and automatic test systems. The complement of test stations serviced includes digital/logic & solid state, Radio Frequency, DC low frequency, AC high power, vibration, in-circuit probe test, linear measurement, and burn-in among many others.

The TEMR Floor Support Section Manager will lead three 1st shift foremen and a 2nd shift lead as well as approximately 34 calibration technicians. In this key leadership role the incumbent will oversee the scheduling of complex equipment repairs, test station calibrations, and preventive maintenance activities supporting over 114 Andover production programs as well as all the hydraulic and physical dimensional test equipment (pumps, chillers, heat exchangers, etc.) and will ensure station availability meets key departmental metrics.

Responsibilities to Anticipate:
  • Supports and is accountable for any Test Equipment issues that might arise on the Andover Production Floor; communicates status accordingly
  • Authors, reviews, corrects and implements written calibration, preventive maintenance procedures ensuring safety, accuracy, reliability and traceability to national standards
  • Reviews calibration certificates and audits subordinate employees reviews of calibration certificates to ensure compliant to departmental and metrological standards
  • Ensures support staff adheres to metrology standards ANSI/NCSL Z540 and / or ISO/IEC 17025. Works with Senior metrologist to support program level transition to ISO 17025
  • Analyzes historical maintenance data, suggests equipment upgrades and alternative Commercial Off The Shelf (COTS) solutions
  • Embraces introduction of new automation and design solutions. Coordinates design solutions & corrections with internal and external business partners on matters impacting station uptime, capacity and yield improvement
  • Obtains quotes and places orders from various companies based on customer and floor inputs; orders COTS, material, and repair services as required to ensure sustainment and uptime of test stations
  • Oversees, implements and manages Site Acceptance of Test Equipment (SATE) to Andover production floor; provides feedback to various engineers to aid SATE completion
  • Ensures staff has the appropriate and necessary safety training; performs department Lock-Out-Tag-Out (LOTO) field audits for employees assigned; Oversees and implements the TEMR LOTO safety program
  • Maintains accurate station count information and is responsible for system transfers to and from Andover while following proper configuration control and release processes
  • Coordinates necessary on-site vendor repairs, negotiates support agreements with outside companies, and implements Andover maintenance and repair floor support program
  • Works closely with property control; supports audits of US Government property and prepares equipment for decommission as programs sunset or move to alternate production areas
  • Supports domestic and international field equipment when necessary. Identifies alternate, or substitute test equipment when necessary
  • Works closely with outside business partners to negotiate and implement calibration maintenance and repair support agreements.
  • Meet TEMR Annual Operation Plan objectives; oversees and implements department cost savings metrics, ergonomics projects, safety initiatives and other continuous improvement
  • Presents TEMR Floor Status metrics monthly
  • Reports weekly Test Station availability
  • Authors and modifies Bargaining Unit Cal A training curriculum; authors, develops and implements technical interview materials and conducts technical interviews with represented employees
An advanced degree in a related field may be substituted for 3 years of additional years of experience.

Qualifications You Must Have:
  • Bachelors in Science, Technology, Engineering, or Mathematics (STEM)
  • 8 years of prior relevant experience
  • The ability to obtain and maintain a US security clearance. U.S. citizenship is required as only U.S. citizens are eligible for a security clearance

Qualifications We Value
  • Prior military service as a 2P0X1 Precision Measurement Equipment Laboratory (PMEL) technician and completion of requisite PMEL basic education, or equivalent preferred
  • Strong understanding of metrology, electrical, mechanical, physics, optics, and thermal principles; mathematics, and number systems; operating principles, use, care, and repair of TMDE and laboratory standards; analysis and interpretation of technical data, including block, schematic, wiring, and logic diagrams; troubleshooting techniques; metrology program, calibration traceability, metrology techniques, laboratory practices, software, and computer operations principles; use of hand tools; procedures for training, supply, maintenance data collection, equipment scheduling, production, and materiel control; facility requirements; and support equipment management experience preferred
  • Prior experience managing exempted professional employees, engineers and represented labor grade union employees
  • Experience in an Aerospace/Defense production atmosphere
  • Knowledge of complex test systems, testing and systems integration
  • Prior experience managing test equipment, calibration, maintenance and repair activities or equivalent experience in a technical factory environment
