Job Summary:
This position is to be based in Tucson, AZ. The selected candidate will serve as the Raytheon Missiles and Defense (RMD) Southern & Western Region Counterintelligence and Investigations (CI&I) Lead. This management position supervises a team of five (5) CI&I Investigators with investigative cognizance over the 14 cleared RMD facilities that make up the RMD CI&I Southern and Western Region, so experience in leading a geographically dispersed and remote team is seen as a plus. This is a high-profile and fast-paced position that requires a candidate with a strong management skillset that is adept at handling a number of competing priorities simultaneously.

The selected candidate will possess in-depth counterintelligence (CI) experience, preferably in an operational environment that involved the full range of detection and mitigation strategies as it pertained to foreign intelligence entities (FIE) and Insider Threats. The ideal candidate would also possess considerable hands-on experience both in independently conducting, but also in leading others in the full range of CI and Insider Threat inquiries and investigations from start to finish. In addition to CI and Insider Threat investigations, RMD CI&I is also responsible for conducting a wide range of other investigations, to include National Industrial Security Program Operating Manual (NISPOM) violations and possible criminal matters. An understanding of the NISPOM and conducting Administrative Inquiries (AI) related to the loss, compromise or suspected compromise of classified information would be a plus, as would experience across all other traditional security disciplines.

As the lead for RMD CI&I Southern and Western Region, candidate will be expected to lead and direct the Regions efforts to identify, investigate, and adjudicate both internal and external threats that could result in loss of company and/or government information. Candidate will also be expected to build and maintain relationships with stakeholders both inside and outside of the organization, to include strong liaison relationships with local, state and federal law enforcement and Intelligence Community (IC) partner agencies.

Responsibilities to Anticipate:
  • Manage the Southern and Western CI&I team to ensure compliance with all internal and external policies and procedures
  • Support and work collaboratively with Global Ethics & Compliance and Human Resources on an existing and approved RASCI model of investigations
  • Provide executive level briefings on significant investigations that are related to the loss of company or government related information and/or investigations that have the potential to cause harm to the company and its assets
  • Work collaboratively with other GSS functions in Raytheon Technologies to further enable efficiencies and effectiveness in the overall security program
  • Strategic liaison with external government security/intelligence agencies and peer private sector counterparts
  • Be required to travel on occasion in support of the business and or CI&I objectives, with the potential for greater than 25%, but not more than 50% of the time
  • Work closely with their RMD CI&I Northern and Capital Regions Lead counterpart to ensure consistent practices are implemented across the business as directed by the Senior Manager RMD CI&I.
  • Actively participate on the greater Raytheon Technologies Self-Inspection Program by assigning CI&I staff to participate on self-inspections at other facilities as requested.
  • Individual must have a focus on customer service, be a team player, and possess strong interpersonal skills.
Qualifications You Must Have:
  • Bachelor's Degree in related field
  • 10 years of industry related experience (CI, Insider Threat, etc.)
  • An active and in-scope Top Secret US security clearance
  • International security experience
  • Budget experience and fiscal discipline in managing a department or functional budget
  • Strong interpersonal, leadership and communication skills
  • Significant investigative experience as well as experience managing other investigators
  • Team player driven by quality and customer satisfaction
  • Liaison experience with US law enforcement or IC agencies
  • Understanding of the balance between Business and Security
  • Experience with classified programs, EXIM/ITAR/NISPOM requirements
