Raytheon Missiles & Defense (RMD) Digital Technology is seeking an experienced and dynamic leader to lead the ongoing development and operation of the digital technologies portfolio. Reporting to the Director of Strategic Planning, this position will lead a diverse team to orchestrate all aspects of portfolio management, including budget management and performance tracking. This role also leads related disciplines that support the broader organization in execution of funded portfolio elements, including organizational change management, communications, project management, lean/agile team transformation and workforce planning. This role operates in close partnership with the finance and human resources functions to integrate those processes with execution of the portfolio, staffing and talent development. This role is accountable for engaging the digital technology leadership team to facilitate portfolio level decisions, align resources for directorates and empower teams to deliver new value at speed.

This position can be located near any RMD Site and requires domestic travel about 15-20% of the time.

Responsibilities to Anticipate:
  • Developing and maintaining the integrated portfolio baseline reflecting the budgets, schedules and talent required to deliver on the operational and strategic commitments of the digital technology organization.
  • Engage the Digital Technology Organizational Leadership to support execution of the portfolio process and delivery of comprehensive long range and annual financial plans.
  • Employ OKRs, KPIs, ROI and similar methods to track and communicate portfolio accomplishments to the senior leadership of the business and corporation.
  • Engage and collaborate with leaders across the business and enterprise on multiple initiatives driving budget alignment across initiatives and on cross-business cost allocations.
  • Create strong business cases for evolving DT services by evaluating and balancing cost, benefit, risk and overall impact to priority outcomes.
  • Influence and negotiate tradeoffs that drive decision making on portfolio priorities and funding while balancing strategic value with operational demand, compliance, budgetary impacts and resource allocation.
  • Lead employee engagement, organizational change management and communications to inform, align and empower the digital technology workforce.
  • Lead both the program management discipline and Lean Agile Center of Excellence.
  • Lead workforce strategy definition and planning to capture future needs and support the organizations development and acquisition of necessary talent.

    Qualifications you must have:
  • 12 years experience, preferably across multiple domain areas such as program management, finance, digital technology, or supply chain.
  • Minimum of 2 years experience leading technology portfolio management for large businesses or at significant organizational scale.
  • Project management experience with leading the development and execution of complex project plans.
  • Prior experience building, leading and developing teams.
  • Experience briefing at the executive/business leadership level.
  • Bachelors degree; preferably in STEM (Science, Technology, Engineering, Mathematics) or related Business Management Field.
An active and in-scope Secret US security clearance.

Qualifications we desire:
  • Demonstrated success in managing complex portfolios, capital deployment and significant budgets.
  • Previous success in managing large, complex projects simultaneously (with multiple funding sources) and developing creative and innovative solutions for large scale business challenges.
  • Successful experience applying processes of change management, workforce planning and talent development (Staffing matrix)
  • Demonstrated ability to lead and integrate cross-functional teams to achieve outcomes through building strong relationships, team building, conflict resolution and collaborating in way that builds an environment of credibility, respect and trust.
  • Demonstrated ability to articulate vision, negotiate and challenge respectfully and describe opportunities in a way that influences and aligns key decision makers on top priorities (utilizing strong verbal and written communications, presence and influence, and business and technical acumen).
  • Demonstrated ability to understand RTX business model and financial impacts to portfolio choices.
  • Certifications in any of the following areas will be helpful to the success of this leader: Raytheon Six Sigma, Agile, certified program/project/product/portfolio manager.
  • Strong critical thinking skills, ability to exercise independent judgment and manage complexity and ambiguity.
