Position is responsible to supervise and manage all engineering activities in the region, including 1) providing new service, upgrade of service and facility relocations to Distribution customers, 2) identification and design of improvements intended to maintain or improve system reliability, 3) addressing operating issues reported to the Company by customers in the region and 4) acquisition of the Right of Way and related land rights required to complete the identified work.  The position is responsible for managing the work of the engineering group to meet cost and schedule targets.  The position is responsible to approve capital work plans, evaluate personnel needs and prioritize work and resource assignments to meet department commitments.   An important role of this position is dealing with customers, contractors and municipalities to assure that we understand and meet their expectations for service.

Primary Responsibilities

1. Manage the organization and prioritization of activities of the engineering group in the region to meet expected completion dates for all design work.   Sets priorities to ensure task completion and coordinates work activities with other supervisors and managers, acting as a liaison with other sections or departments.

2. Evaluate subordinates for the purpose of developing organizational talent and build expertise in areas required by the engineering group.  Develop leadership skills and coordinate training aspects for self and group members, management and BU.  Assures that training that will facilitate development is made available to the staff.

3. Work with other sections/departments on cross-functional technical and business teams, working groups or improvement committees to achieve the goals and objectives of the department and/or Company.

4. Develop and implement changes in methods and processes in the engineering group that support department objectives of service to customers, reliability or cost effectiveness.  Review, revise and communicate Department/Section/Group procedures in support of technical and administrative improvement initiatives.

5. Supervise, direct and provide guidance to 8-10 engineering supervisors, 15-20 Distribution Technicians, 2-4 Technical Clerks, 2-4 Line Maintenance Inspectors and 3-5 Right of Way Agents.  This position reports to the Regional Director.  Conduct performance assessments and salary reviews for assigned staff.  Interview and recommend candidates for employment or responsible behavior policies.

6. Analyze technical and business plans, design proposals, projects or strategies and provide results and/or recommendations in support of department objectives. Develops budgets and forecasts.

7. Develops and reinforces a strong safety culture within the work group through daily leadership, communication and commitment to the safety and human performance initiatives that support the reduction of safety events.

8. Develops and maintains positive working relationships with customers, contractors, municipalities and distribution operations staff to assure the smooth and timely flow of work that meets the expectations for work completion.

Requirements

Candidate Qualifications

Candidates must meet the basic qualifications and pass all required tests or assessments to receive consideration. In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility form upon hire.

Basic Qualifications

1. Bachelor's degree in engineering. 2. Minimum of five (5) years experience in distribution/transmission. 3. Professional Engineer License. 4. Valid driver's license. 5. Organizational, communication and people skills. Strong customer focus.

Preferred Qualifications

1. Bachelor of Science degree in electrical engineering, Masters degree in business. 2. More than 5 years of field design and construction experience. 3. Certified Project Management skills recognized by PMI. 4. Knowledge and understanding of the EU business (capital and expense components as well as specific job skills related to distribution and transmission) plan. 5. Understanding of the current Bargaining Unit rules. 6. 5 years supervisory experience. 7. Strong verbal and written communication skills. 8. Ability to lead and work well with individuals at all levels in the organization. 9. Strong decision-making skills.
