Job Description:
We are seeking a Sr. Quality Program Lead (QPL) to serve within the Strategic Missile Defense (SMD) RTC contract for the Open Systems Architecture Signal Injector (OSI) Task order. The QPL will ensure that customer expectations and end-user objectives are satisfied, while leading a team of Mission Assurance and Quality professionals to ensure the successful integration and execution of RMD processes and procedures.

Working as a trusted partner with the program Leadership Team, the QPL will engage on both a tactical and strategic level, focusing on quality, cost and schedule performance, early engagement on new pursuits and providing differentiating quality value to program teams and customers. The QPL will be the prime Quality & Mission Assurance interface with the programs and supporting CBTs responsible for guidance, leadership and support on all matters pertaining to Quality and Mission Assurance. Accountabilities will include satisfactory resourcing, technical quality and financial performance and compliance to RMD procedures and contractual requirements. The successful candidate will be responsible for quality of delivered products and services to the customer, management of quality risks, uncertainties and opportunities, leadership in resolution of high-visibility program issues and successful management of customer expectations and relationships related to Quality & Mission Assurance.

Responsibilities to Anticipate:
  • Ensure inclusion of Quality requirements, planning, and consistency for program proposals, proposal modification and contract requirements.
  • Manage financial accountability and reporting tools Earned Value Management
  • Program Quality liaison across CBTs and IPTs, and customer quality organization construct (MDA and DCMA) to respond to all escalations and collaborate with cross-functional teams Partnering with Program Leadership Team to define and implement quality improvement strategies.
  • Drive the collection and analysis of quality performance date to drive improvement and predictability
  • Provide resources to team activities to eliminate defects, reduce/eliminate re-occurring nonconformance through effective root cause and corrective action investigations, and utilize metrics to identify systemic issues and reduce Cost of Quality (CoQ).
Required Skills:
  • Bachelors in Science, Technology, Engineering, or Mathematics (STEM)
  • Minimum of 10+ years experience as a QPL or in a quality engineering discipline serving on programs, or having served on a program leadership team staff in a technical discipline
  • Experienced in the development of Contract proposal basis of estimate
  • Demonstrated application and knowledge of Earned Value Management System (EVMS)
  • Experience leading change management strategies to drive performance improvement across an enterprise
  • Experience creating and executing strategic plans and innovative ideas to meet business objectives
  • Experience in risk mitigation and opportunity management
  • The ability to obtain and maintain a US security clearance. U.S. citizenship is required as only U.S. citizens are eligible for a security clearance
Desired Skills:
  • Advanced degree (MBA, MS, or PHD)
  • Software Quality Engineering Experience working in Agile Framework Environment (SAFE) and Dev Ops
  • Identify, analyze, and document problems with requirements, program functionality, and SW releases
  • Document software defects using a bug tracking system (Azure DevOps), tools and report defects to stakeholders.
  • Knowledge and experience in the effective use of Root Cause Corrective Action containment and analysis process and tools
  • RMD Six Sigma Specialist qualified, or demonstrated Specialist-level skill
  • ASQ Certified Quality Engineer or other ASQ certification
  • Level 5 Mission Assurance Certification (Internal Candidates)
  • CAM certification/strong understanding of program financial practices (EAC)

Bachelors in Science, Technology, Engineering, or Mathematics (STEM)
