We have an opening for a Quality Assurance (QA) Officer to manage, develop and monitor quality assurance activities related to the waste management and certification processes. You will implement the QA program, review and provide concurrence on plans and procedures, assess program elements, implement the Measuring and Test Equipment (M&TE) program, manage Nonconformance and Corrective Action Report (NCAR) actions, and prepare or review quality assurance and regulatory documents. This position is in the Radioactive and Hazardous Waste Management (RHWM) Program.

This position will be filled at either the TSS.3 or TSS.4 level depending on your qualifications.Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.

Essential Duties
- Serve as the primary technical contact for quality assurance of the radioactive and hazardous waste management and waste certification programs; oversee, manage and provide appropriate recommendations to management for quality assurance plans, M&TE, and NCAR actions.
- Manage the RHWM self-assessment program, including the development of the schedule for surveillance and management observations and inspections (MOIs), and monitoring the status of surveillance and MOI activities.Perform or lead internal and external audits; manage assessment issues, occurrence reports and corrective actions.
- Supervise/manage the RHWM Compliance Coordinators and Document Control; work with the compliance coordinators to ensure RHWM procedures and documents are maintained.
- Provide technical expertise to direct and resolve complex program and cross-organizational quality assurance issues through interactions with program managers, LLNL management, and DOE/LFO.
- Provide technical expertise for the development and implementation of the software quality assurance program for RHWM.
- Review documents and procedures for technical accuracy and compliance with regulatory issues and make change recommendations as needed.
- Review purchase requests for appropriate quality level, and ensure that thorough inspections and screenings of incoming purchased materials are conducted.
- Develop, implement, and track Program-level and group-level metrics for RHWM performance; recommend improvements to RHWM plans, procedures, and processes based on performance against the established metrics.
- Perform other duties as assigned.
In Addition, at the TSS.4 Level
- QA Subject Matter Expert to managers and staff members regarding LLNLs QA policies and ISO 9000 regulatory interpretation and implementation.
- Significantly influence, formulate, and execute short-term and long-term strategic QA goals providing solutions to highly complex technical issues/problems where the solution path is not known ahead of time, working under consultative direction.
- Direct highly complex technical tasks and act as a leader of multi-disciplinary teams.

- Bachelors degree in Environmental Science, Engineering, Chemistry, Physics, Life Sciences, or related field or equivalent combination of education and significant related experience.
- Significant experience in the application of quality assurance principles, theories, concepts, and techniques; execution of a quality assurance program at an industrial, research and development, waste management, or nuclear facility; development and implementation of quality assurance plans, M&TE program, and nonconformance reporting system.
- Significant experience working in a heavily regulated industry and having responsibility for compliance with State and Federal regulations such as the Occupational Safety and Health Act (OSHA) or the Resource Conservation and Recovery Act (RCRA).
- Significant experience in the development, monitoring, and reporting of detailed quantitative performance metrics for technical organizations.
- Significant experience leading performance of assessments, audits, and surveillance activities; development of formal corrective action plans and confirmation of issue resolution.
- Advanced knowledge of regulations and protocols pertaining to procurement quality assurance principles and practices including procurement inspections and quality level determination.
- Effective leadership, decision-making, creative and innovative problem-solving skills necessary for resolving complex compliances issues in a demanding environment.
- Advanced verbal, written, and interpersonal skills necessary to effectively review and evaluate documents, present and explain technical information, and provide advice to management, technical staff, the DOE and other external agencies.
In Addition, at the TSS.4 Level
- Significant experience developing, applying and explaining complex technical programs, documents, procedures, specifications, and reports. Expert verbal and interpersonal communication and facilitation skills.
- Significant experience successfully negotiating and influencing various levels of personnel within large organizations and/or DOE/NNSA.
- Significant experience leading the application, development and implementation of quality management systems (i.e., ISO 9000, NQA-1).

Pre-Placement Medical Exam: A job related pre-placement medical examination may be required.

Pre-Employment Drug Test: External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test. This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance: This position requires a Department of Energy (DOE) Q-level clearance.

If you are selected, wewill initiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship. If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

Note: This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
