Project Engineer, Optics & Materials Science & Technology

We have an opening for a Project Engineer to support special project initiatives in the Optics & Materials Science & Technologies (OMST) facilities that support the National Ignition Facility (NIF). You will provide project engineering and project management support for new, repurposed and expanded facilities and be involved in requirements definition, high level design, project planning, and design review coordination. This position is in the Laser Systems Engineering and Operations (LSEO) Division, within the Engineering Directorate.

This position will be filled at either level depending on your qualifications. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

In this role, you will

  • Responsibility for the planning, design, execution, and completion of a diverse range of moderately complex to complex small-scale retrofits to large-scale new construction projects while working under limited direction.
  • Under limited direction, gather stakeholder inputs and perform high level engineering tasks for optics processing facility renovation projects and the development of project charters.
  • Write Statements of Work (SOWs) based on requirements and detailed design input from other engineers, designers, and stakeholders.
  • Starting with a broadly defined scope, work closely with inter-organizational contacts and external customers to define requirements and design complex OMST systems or facility modifications.
  • Manage the project baseline cost, schedule, and scope. Control variances and apply Earned Value Management practices.
  • Collaborate with other project managers, engineers, and customers to ensure effective teamwork and end-user communication. Participate in formal and informal design and constructability reviews. Present design materials to inter-organization and external audiences.
  • Update senior management periodically on status of the special project portfolio.
  • Perform other duties as assigned.

Additional job responsibilities, at the SES.3 level

  • Build consensus with inter-organization contacts on complex project charters while working independently and under minimal direction.
  • Lead, review, and mentor others in the development of formal SOWs.
  • Contribute to the technical strategy for the integrated project plan to support large optic delivery to NIF over the next several years sometimes including factors that, initially, may not be well-defined.

  • Ability to obtain and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor's degree in Electrical Engineering, Mechanical Engineering, Mechatronics or a related field, or the equivalent combination of education and previously relevant experience.
  • Comprehensive knowledge of engineering principles to solve moderately complex to complex problems using established guidelines, techniques, and procedures.
  • Broad experience in project planning, scheduling, change control, and other project management tools.
  • Proficiency and comprehensive experience developing and implementing engineering solutions to a diverse range of moderately complex to complex problems.
  • Experience with monitoring performance required to meet programmatic milestones and deliverables, and lead corrective actions where necessary.
  • Advanced interpersonal skills and ability to work effectively in a multidisciplinary team environment.
  • Ability to coordinate work and goals on multiple simultaneous projects effectively.
  • Proficient verbal and written communication skills necessary to effectively collaborate in a team environment and present and explain technical information.

Additional qualifications at the SES.3 level

  • Significant experience leading small teams, coordinating efforts with other groups, and ensuring compatibility with interdependent systems, including significant experience employing complex project management techniques and utilizing supervisory skills to achieve required system performance.
  • Significant experience defining scope from often not well defined and/or rapidly changing requirements.
  • Advanced verbal and written communication skills necessary to effectively collaborate in a team environment including presenting and explaining complex technical information, while providing assessments/recommendations to management and influencing multidisciplinary teams.

Qualifications We Desire

  • Master's in Electrical Engineering, Mechanical Engineering, Mechatronics, or a related field.
  • Project Management Professional (PMP) certification.
  • Experience with clean room facilities.
  • Experience with system level design, architecting and project management.
