We have an opening for a Project Engineer in the Department of Defense Technologies (DoDT) Program in the National Ignition Facility & Photon Sciences (NIF & PS) Directorate. You will be responsible for estimating and managing project scope, schedule, and budget for one or more projects as well as participating in experiment execution as needed within the Diode Pumped Alkali Laser (DPAL) and other DoDT programs. You will assist Program Management and Leadership in implementing efficient management and execution practices and in developing organizational strategies to address the needs of our customers/sponsors. This position is in the Laser Systems Engineering and Operations Division (LSEO) within the Engineering Directorate.

This position will be filled at the SEL.4 or SEL.5 level depending on your qualifications. Additional job responsibilities (outlined below) will be assigned as appropriate if you are selected at the higher level.

Essential Duties
- Establish a vision and strategy for implementation of project management principles across multiple elements of DoDT projects under consultative direction with a focus on defining, developing, and executing complex projects and experiments for DoDT/DPAL programs which involve hardware design, fabrication, testing, qualification, and deployment.
- Provide subject matter expertise and provide technical guidance and leadership for highly complex project planning and execution as the Project Manager/Engineer for experiments, including leading multi-disciplinary teams in successful project execution.
- Ensure that DoDT/DPAL projects conform to engineering standards and rigor to produce high quality designs and products that meet the needs of various DoDT sponsors.
- Represent the Laboratory and report program status to NIF&PS Program management and external sponsors as required.
- Mentor engineering team and Principal Investigators (PIs) in the development of proposals, statements of work, project plans, and project risk assessments and responses, and in the use of sound project management practices in accordance with NIF&PS and Engineering policy.
- Utilize expert communication, facilitation, and collaboration skills to present, explain, and advise senior management and/or external sponsors to achieve project goals.
- Manage multiple R&D and production laboratories to ensure work is performed in accordance with institutional safety and security regulations and protocols.
- Work to develop and improve processes and implement changes to increase efficiencies within the organization.
- Perform other duties as assigned.

In Addition at the SEL.5 Level
- Guide and provide scientific and technical direction across multiple elements of DoDT projects under broad consultative direction.
- Apply expert knowledge and ingenuity to develop and apply cutting-edge principles, theories, concepts, and technologies to lead highly complex project planning and execution as the Project Manager/Engineer for experiments, including leading multi-disciplinary teams in successful project execution.
- Represent the Laboratory and report program status to NIF&PS Program management and external sponsors as required.

Qualifications
- Masters degree in Mechanical or Electrical Engineering or related area, or the equivalent combination of education and previous relevant experience.
- Subject matter expert of the processes involved in highly advanced hardware design, fabrication, testing, qualification, and deployment.
- Substantial experience and ability to lead the application and development of principles, theories, and concepts in building, fielding, and commissioning highly complex systems
- Substantial experience and ability in project management of highly complex, technical projects including organizing, managing, and tracking scope, schedule, and budget; this includes effectively mentoring, developing, leading and managing a multi-disciplinary project team of engineers, scientists, designers, technicians and coordinators.
- Substantial experience assessing project risk and developing controls for managing project risk.
- Substantial experience developing and implementing creative solutions to a diverse range of highly complex problems and leading corrective actions where necessary.
- Substantial experience interacting and cooperating with all levels of management.
- Expert verbal and written communication skills necessary to effectively collaborate in a team environment and present and explain technical information to advise senior management and/or external sponsors

In Addition at the SEL.5 Level
- Extensive experience leading, tracking, and budgeting projects that are not well defined and consistently require application of creativity and innovation in managing and resolving resource conflicts, effectively accomplishing goals within a multi-disciplinary team through leadership and influence.
- Extensive experience implementing an Integrated Safety Management program or an equivalent industry protocol and leading or participating in formal engineering design review processes.
- Expert facilitation, and collaboration skills necessary to interact effectively in a diverse research team environment, deliver effective presentations, and advise and influence senior management and/or external sponsors.

Desired Qualifications
- Experience interfacing with external customers or industrial partners, especially within the Department of Defense (DOD).
- Experience in the development and commissioning of complex laser systems.

Pre-Employment Drug Test: External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test. This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance: This position requires a Department of Energy (DOE) Q-level clearance.

If you are selected, wewill initiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship. If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

Note: This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
