This Program Operations Manager position is located at Raytheon Missiles & Defense (RMD) in Tucson, AZ. The Program Operations Manager is responsible for communicating all SM3-IIA Guidance Electronics Unit/ECP Program requirements to the Strategic Make Centers (factories) and manufacturing sites, including baseline-manufacturing schedules, alignment on significant events and transition to production activities.

The successful candidate will report to a Program Operations Area Lead who is located in the Operations directorate in Tucson, AZ. This role is the primary interface between the Program Office Leadership, other Functional leaders, and the Operations factory leadership for all of the Strategic Make Centers.

The Program Operations Manager will be tasked to define and execute clear operational schedules, priorities and goals for each facility; lead, collaborate and influence cross-functional teams to achieve a seamless integration of GEU/ECP into the production flow and achieving EMRL levels required for a successful transition to production. In addition, it may be necessary to support OPSEC plan(s) execution as well as influencing future security strategies.

Key responsibilities include Operations CAM, proposal generation, conducting initial baseline review, IMS generation, and presenting at Monthly Management Reviews to summarize program status and any on-going production or development Operations issues. This position involves direct support of manufacturing activities and requires spending significant amounts of time in and around factory areas.

The preferred candidate must be capable of working beyond the typical 40-hour workweek, travel domestically and move between buildings and local facilities.

Please Note: This position can be a Manager I Manufacturing or Manager II Manufacturing based on the candidate's qualifications as they relate to the skills, experience and responsibility requirements for the position.

U.S. Citizenship status is required, as this position requires an active U.S. Security Clearance as of day one of employment.

Required Skills:
  • 6 years of demonstrated experience within a Manufacturing, Operations, Production, Program Planning or similar environment
  • Experience in Operations Program planning processes such as:
    • Proposals/Estimating/Basis of Estimates
    • Gate Reviews
    • Operations Strategy
    • Cost Reduction Strategy
    • Make/Buy/Where process
    • Capital Planning (development)
  • Certified CAM and experience with an Earned Value Management environment and budgeting
  • Experience with manufacturing planning tools and systems such as RMS execution Systems (PRISM,SAP):
    • Manufacturing Bill of Material (MBOM)
    • Manufacturing scheduling
    • MRL Readiness
    • Constraints management
    • MOCAS Performance
  • U.S. Citizenship is required
  • Must have an Active U.S. Secret Security Clearance
Desired Skills:
  • Demonstrated ability to coordinate production and development activities
  • Previous leadership position in a fast paced technical or manufacturing environment that included multiple working organizations and maintain strong cross-functional teams with proven results
  • Knowledge of SM3 IIA program and manufacturing operations
  • Experience with Tier 2 manufacturing processes
  • Experience executing transition to production and achieving EMRL levels
Required Education:

Bachelor Degree required, preferably in Science, Technology, Engineering or Math (STEM)
