Job Purpose

Program Managers direct and oversee a portfolio of research projects and internal and external sponsors/stakeholders. They are responsible both for technical execution, schedule, and budget of assigned portfolio. Develops planning of programs and future projects through interaction with stakeholders. Develop trusted relationships with sponsors and also serve in an advisory capacity to critical stakeholders defining the technical direction of projects and technical thrusts.

Project/Unit Description

This person will support the Over the Horizon Radar Programs at Robins AFB.

Key Responsibilities

  • Recognized SME e.g. through invited talks, participation on advisory boards (e.g. AF scientific advisory board), session chair of the technical areaS at conferences, etc. Demonstrated history of successful technical execution of complex projects. Formed portfolios of research projects under a technical area umbrella. Knowledge of sponsor base, funding profiles, roadmaps.
  • Completed GTRI Project Director Certificate program, Project Management Professional, or DAWIA certifications (Defense Acq. Univ); Or has comparable experience.
  • Understanding of GTRI core competencies and lab capabilities; ability to build multi-disciplinary teams across the organization
  • Familiarity with various sponsors interested in a given technical area, e.g. roadmap exercises to project GTRI
  • Coordinate with program development leads, SPS, OSP, and other support units on large proposals and training curriculum
  • Comprehensive understanding of PD (technical lead) and PM (operations lead) responsibilities to develop training for lab-level project Directors and managers

Additional Responsibilities

  •  Work with the Government to coordinate all aspects of the system design, siting, performance requirements, cost considerations, and sustainment.
  • Ensure that program participants are employing sound Systems Engineering practices
  • Provide systems engineering technical management of programs and/or subordinate projects within a program from the contract award through the final disposition of deliverables and closeout.
  • Assist with the standup of programs utilizing the USAF Acquisition processes and permutations such as Section 804 Rapid Acquisition,
  • Manage the logistical, financial, and technical aspects of the program.
  • Facilitate and communicate program goals, including cost, technical performance deliverables, and schedules.
  • Work with the GTRI Model-Based Systems Engineering (MBSE) team to ensure that all relevant aspects of the program are fully captured in an MBSE tool such as Cameo.
  • Promote the use of the MBSE model by stakeholders to establish, trade-off, verify, change, accept, and sustain functional capabilities, design characteristics, affordability, schedule, and quantified performance parameters at the chosen level of the system hierarchy.
  • Ensure that documentation produced at each stage of the program conforms to regulatory, statutory, sponsor, and stakeholder requirements and expectations. Monitor and control program cost, schedule, performance, change control, and risk (technical, cost, schedule).
  • Interact regularly with program sponsors and stakeholders.
  • Develop appropriate systems engineering and program management strategies for implementing requirements across a broad range of programs and initiatives.
  • Conduct technical program management activities such as communicating with resource managers, team leads, etc. in order to track program milestones and keep the focus on delivering program commitments.
  • Facilitate and lead the creation of program definitions, budgets, work breakdowns, rough order estimates, program plans, communication plans, and program schedules to determine the scope of work for assigned programs.
  • Interact regularly with program teams for enterprise-wide, multi-year programs.
  • Research and recommend program management policies, principles, and practices.
  • Participate in the development of domain-relevant and effective processes and procedures.
  • Coordinate, resolve, or assist in the resolution of conflicts and other issues within and between program teams and recommend/provide solutions.
  • Facilitate and/or conduct feasibility studies for programs and requests for proposals, and make recommendations on selections.
  • Prepare reports and other associated programs or program documentation.
  • May serve as the liaison with industry and various other groups to disseminate appropriate information.

Required Minimum Qualifications

  • Experience in development methodologies and structured approaches to system development
  • Strong coordination, organization, teaming, and communication abilities
  • In-depth knowledge of the scope of projects within DoD and industry
  • Works well individually and in a group setting
  • Ability to work under pressure and time constraints
  • Strong technical presentation skills
  • Advanced proficiency in MS Office software tools for project management

Preferred Qualifications

  • Secret Clearance
  • Work with many levels of staff to lead program efforts based on government Defense Acquisition Workforce Improvement Act (DAWIA) certification and industry Program Management Improvement (PMI) best practices.

Travel Requirements

10% - 25% travel

Education and Length of Experience

This position vacancy is an open-rank announcement. The final job offer will be dependent on candidate qualifications in alignment with Research Faculty Extension Professional ranks as outlined in section 3.2.1 of the Georgia Tech Faculty Handbook

  • 9 years of related experience with a Bachelors degree in Computer Science, Systems Engineering, Human Relations (Management), or a related field of study
  • 7 years of related experience with a Masters degree in Computer Science, Systems Engineering, Human Relations (Management), or a related field of study
  • 4 years of related experience with a Ph.D. in Computer Science, Systems Engineering, Human Relations (Management), or a related field of study
  • 0 years with an M.D.

U.S. Citizenship Requirements

Due to our research contracts with the U.S. federal government, candidates for this position must be U.S. Citizens.

Clearance Type Required

Candidates must be able to obtain and maintain an active security clearance.
