Project/Unit Description

The Sensors and Electromagnetic Applications Laboratory (SEAL) Intelligence, Surveillance, and Reconnaissance Division (ISRD) is looking for a senior researcher with interest and experience in program/project management, electronic warfare (EW), radar systems, and signal processing. The technical program manager will enhance the effectiveness of multi-disciplinary engineering teams as well as interact with sponsors and stakeholders on current programs and prospective research opportunities. The ISR Division focuses on advanced signal processing, adaptive sensor technologies, advanced algorithms, machine learning, and modeling and simulation for applications that include airborne radar, EW, and undersea systems. The division supports work across many branches of the Department of Defense (DoD), including the Air Force, Navy, and Office of the Secretary of Defense. Key products include physics-based modeling and simulation tools, system analyses, sensor signal processing algorithms, and real-time prototypes. The ideal candidate will be an experienced researcher with desire to apply engineering management skills to complex sensing problems of interest to the DoD.

Job Purpose

Program Managers direct and oversee a portfolio of research projects and internal and external sponsors/stakeholders. They are responsible both for technical execution, schedule, and budget of assigned portfolio. Develops planning of programs and future projects through interaction with stakeholders. Develop trusted relationships with sponsors and also serve in an advisory capacity to critical stakeholders defining the technical direction of projects and technical thrusts.

Key Responsibilities

Responsible for managing TECHNICAL government programs which are of relatively low risk and complexity or are a portion of a larger program. Ensures that all required resources such as engineering, manpower, production, computer time, facilities and the like are available for the program. Plans, directs and monitors program budget and serves as primary customer contact for program information. May be responsible for P&L.

Additional Responsibilities

  • Assist Project Directors in managing the logistical, financial, and technical aspects of the project.
  • Help coordinate and prepare project sponsor meetings, progress reviews, and formal reports as needed.
  • Interface with and learn how to work with support units (Research Security, Sponsored Project Support, etc.) for administrative tasking.
  • Develop relationships with current and potential sponsors, contribute to whitepapers and proposals, and support technical direction and roadmap development.
  • Serve as Division liaison to the SEAL DO for coordinated PM support efforts.

Required Minimum Qualifications

  • Technical and/or military operational experience in a leadership role.
  • Prior/current project management experience in a fast-paced environment.
  • Experience working classified DoD projects.

Preferred Qualifications

  • Active Top Secret Clearance
  • Experience in electronic warfare technology, systems analysis, and test and evaluation (T&E) of tactical systems.

Travel Requirements

25% - 50% travel

Education and Length of Experience

  • 9 years of related experience with a Bachelors degree in Aerospace Engineering, Computer Science, or Physics.
  • 7 years of related experience with a Masters degree in Aerospace Engineering, Computer Science, or Physics.
  • 4 years of related experience with a Ph.D. in Aerospace Engineering, Computer Science, or Physics.

U.S. Citizenship Requirements

Due to our research contracts with the U.S. federal government, candidates for this position must be U.S. Citizens.

Clearance Type Required

Candidates must be able to obtain and maintain an active security clearance.
