Job Summary:

Sensors & Systems within Raytheon Missiles and Defense is seeking a Program Manager for Proposal Execution. This position will report to the Product Area Director. The Program Manager will be responsible for leading proposals from an approved Gate 3 through closing potential gaps between Gates 4 & 5. The Program Manager will coordinate and effectively lead collaboration efforts across multiple business areas and functions, as well as customer interfaces as part of working groups and program reviews.


Responsibilities to Anticipate:
  • Design of Programs and Product Line structures including Organization, Product Structure and Contract Framework
  • Creation of Product Based Costing and related Work Breakdown Structure
  • Manage Cost Proposal Development to achieve capture goals
  • Engagement, coordination and Formal Approval of multifunctional proposal teams
  • Develop Target Price with alignment to PtoW Affordability and Test of Reasonableness for Cost Proposal
  • Documentation of credible Risk and Opportunity assessments during capture phase
  • Manage alignment of Technical Baseline to SOW Development, Cost and Schedule Baseline
  • Development of Customer Deliverables and Sell off Criteria
  • Coordination of RTX IOTs Proposal Development and RTX Synergies
  • Establishment of Proposal Execution Schedule (MPS and IMS if appropriate)
  • Management of Proposal Schedules, Effective use of NBI and other Business investments
  • Manage review of customer unique or international Terms & Conditions
  • Support Long Range Plan Bookings and capture timelines
  • Coordination, Development and approval of Offset Plans and engagement of all appropriate stakeholders
  • Responsible for strategic captures Execution Readiness Assessments (ERA), Gate 3 and Gate 4 development

Qualifications You Must Have:
  • Bachelors degree (Engineering, Business Management, or related field)
  • 12 years of progressive experience to include program execution, strategic capture, or management of proposal and pricing efforts
  • Experience working in cross-functional or Integrated Product Teams
  • Experience in defense environment, foreign and domestic contracting acquisition processes
  • The ability to obtain and maintain a US security clearance. U.S. citizenship is required as only U.S. citizens are eligible for a security clearance

Qualifications We Value:
  • Advanced degree
  • Experience with Gate Reviews, especially Gates 3-5
  • Experience on large watch list programs of execution
  • Extensive Front End of the Business Experience on Strategic, Large and Complex Ground Based Radar Systems
  • Experienced in US Domestics and International Customer Engagement and Solution Shaping
  • Knowledgeable in international Landed Companies, Subsidiaries and their Businesses Alignment
  • Experience with Earned Value Management Systems
  • Microsoft Office Suite tools (such as MS Word, Power Point, Excel, OneNote)
  • Leadership and management skills in technical, programmatic and customer-focused marketing

This position requires the eligibility to obtain a security clearance. Non-US citizens may not be eligible to obtain a security clearance.
