Project/Unit Description

The technical program manager will enhance the effectiveness of multi-disciplinary engineering teams as well as liaise with sponsors and stakeholders on current programs and prospective research opportunities. This position is in the Applied Embedded Systems (AES) division of the Electronic Systems Laboratory (ELSYS) at GTRI. AES is predominantly focused on the research, development, testing, and deployment of embedded electronic and electromechanical systems. These systems provide our sponsors with technological solutions in the fields of Electronic Warfare (EW), command and control, communications, avionics, entertainment, physiological monitoring and other applications.

Job Purpose

Program Managers direct and oversee a portfolio of research projects and internal and external sponsors/stakeholders. They are responsible for technical execution, schedule development and monitoring budgets of assigned portfolios. This position develops the planning of programs and future projects through interaction with stakeholders. Program Managers also develop trusted relationships with sponsors and also serve in an advisory capacity to critical stakeholders defining the technical direction of projects and technical thrusts.

Key Responsibilities

Responsible for managing TECHNICAL government programs which are of relatively low risk and complexity or are a portion of a larger program. Ensures that all required resources such as engineering, manpower, production, computer time, facilities and the like are available for the program. Plans, directs and monitors program budget and serves as primary customer contact for program information. May be responsible for P&L.

Additional Responsibilities

  • Develop expertise on platforms/systems under development.
  • Collaborate with sponsors, and project teams to ensure project deliverables and requirements are met.
  • Serve as a liaison between research and development teams and sponsors and/or external stakeholders.
  • Work across internal and external organizations with purchasing, finance, contracts and other support functions to enable programs.
  • Provide thought leadership in technical domain areas of focus.
  • Develop technical papers for conferences and develop/present briefings to potential sponsors. -Mentor engineering team members.
  • Perform other duties as assigned.

Required Minimum Qualifications

  • Experience with the full development and deployment life cycle
  • Experience with Agile processes
  • Experience delivering hardware and software products

Preferred Qualifications

  • Active SECRET clearance
  • Experience with avionics or other electronic systems used in Department of Defense (DOD) systems.
  • Experience leading large-scale/complex Agile programs.
  • Experience with the Electronic Warfare domain and basic concepts.
  • Experience facilitating dialogue, collaboration, and partnerships among research personnel, government, and industry stakeholders.
  • Experience with business development activities including identifying opportunities, proposal writing, and cost estimates.

10% - 25% travel

Education and Length of Experience

  • 9 years of related experience with a Bachelors degree in Aerospace Engineering, Mechanical Engineering, Electrical Engineering, Computer Engineering, Computer Science or other Engineering or Science related disciplines. Masters/Advanced Degree in engineering/science or business fields of study.
  • 7 years of related experience with a Bachelor's and Master's degree with one or both in Aerospace Engineering, Mechanical Engineering, Electrical Engineering, Computer Engineering, Computer Science or other Engineering or Science related disciplines. Masters/Advanced Degree in engineering/science or business fields of study.
  • 4 years of related experience with a Bachelor's, Master's and Ph.D. in one or more of the following disciplines: Aerospace Engineering, Mechanical Engineering, Electrical Engineering, Computer Engineering, Computer Science or other Engineering or Science related disciplines. Masters/Advanced Degree in engineering/science or business fields of study.

U.S. Citizenship Requirements

Due to our research contracts with the U.S. federal government, candidates for this position must be U.S. Citizens.

Clearance Type Required

Candidates must be able to obtain and maintain an active security clearance.
