Raytheon Missiles and Defense (RMD) Air Power and Tactical Strike Portfolio is seeking a Program Director (PD) for the StormBreaker program. The StormBreaker Program Director will manage a high visibility, complex portfolio of production, development, platform integration and sustainment programs which encompasses multiple customers domestically and internationally. This position will report to the Tactical Strike Product Area Senior Director.

The StormBreaker Program Director will be responsible for leading a large team of multi-discipline employees across four distinctly different pillars of the program. The Director will influence the production team to significantly grow yearly delivery rates to include both US and FMS sales. In addition, the director will ensure a robust sustainment organization continues to be focused on affordability, obsolescence and logistics/depot support.

This position requires strong proficiency in leading cross functional teams, managing a large program, driving communication of project goals/objectives/decisions and results to team, customers and leadership. This role will also partner with senior leadership to develop strategy, growth initiatives, program execution, and risk mitigation plans. This role will work across all functional organizations to lead the program and ensure the timely delivery of products and services in accordance with the contract(s). Furthermore, this role must: establish milestones and monitor adherence to program master plans and schedules, develop control systems and reports that accurately measures progress, identify potential problems in sufficient time for corrective action to be taken, and ensure the delivery of company's contractual commitments. This role will be responsible for establishing and maintaining key program metrics, define program milestones/critical path/tactical direction and performance to program budgets and schedules ensuring program meets customer's needs and business obligations.

The individual will have to communicate with external parties not employed by RTX including customer base, vendor and other government employees. This person will negotiate and influence potential customers for purposes of growth to the business. This role is expected to support proposal activities for follow-on work and establish investment strategies. This will enhance the development of the strategies, manufacturing plans/roadmaps, advancement of next generation technology, and promoting future growth for the program.

Must be able to travel frequently both domestically and internationally.

Required Skills:
  • Minimum of 14 years experience with significant program management and leadership experience.
  • Experience managing risk, cost, quality, and schedule performance
  • Experience with ITAR, licensing, and compliance requirements
  • Experience working with major subcontractors on development and engineering work
  • Leadership experience to include experience developing or mentoring others
  • Working knowledge of US and international requirements and acquisition processes
  • Existing DoD Secret Clearance (Top Secret preferred)

Required Education:
  • Bachelors degree (concentration in Engineering, Science, Mathematics, or related field), Masters degree preferred

Desired Skills:
  • Strong background in managing all functions and business growth coupled with both development and production experience.
  • Proven track record of strong customer relationship building and partnership.
  • Must have proven experience communicating complex technical knowledge to the technical community outside of Raytheon Missiles & Defense to include customers and suppliers
  • Experience and demonstrated success managing change, building teams in a matrixed organization.
  • Understanding of the DoD acquisition environment and processes, along with USN, USAF and/or other service branches programs (large programs preferred)
  • Strong understanding of exportability requirements and growth path to Foreign Military Sales.
  • Demonstrated success in strategic planning and ability to analyze and evaluate missions, requirements, technologies and capabilities
  • Raytheon Technologies Program Management Certification Level 1 or Level 2 (or external equivalency), with ability to obtain higher Missile Systems program management certification as required
  • Demonstrated large/complex program execution experience managing program staffing, assignments and resources
  • Demonstrated understanding of engineering design, discipline, processes, and development execution
  • Strong proficiency in partnering in matrixed organizations such as finance, contracts, engineering, and supply chain
  • Strong proficiency in developing and presenting Strategic Plans, AOP, Technology Roadmaps, and planning to senior management, and responsibility for executing approved plans
  • Ability to manage, track and report metrics and progress through EAC reviews, PPR's, FPR's, CPR's, and finance reviews or equivalent process review
  • Ability to mentor early career team members
  • Ability to focus, evaluate, motivate and reward the teams, enabling them to achieve desired results
  • Project Management Professional Certification (PMP)
  • EVMS Certified

This position requires the eligibility to have or obtain a security clearance. Non-US citizens may not be eligible to obtain a security clearance. The Defense Industrial Security Clearance Office (DISCO), an agency of the Department of Defense, handles and adjudicates the security clearance process. Security clearance factors include, but are not limited to, allegiance to the US, foreign influence, foreign preference, criminal conduct, security violations and drug involvement. Employment is contingent on other factors, including, but not limited to, background checks and drug screens.

This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization.
