The RMD Air Power and Tactical Strike Portfolio is seeking a Program Director (PD) for Griffin, HARM, Maverick and Paveway (GHMP) programs. The GHMP Director will manage a complex portfolio of small, medium, and large programs which encompasses multiple customers domestically and internationally, with a mixture of FMS and DCS contracts.

This is a highly visible position within Raytheon Missiles & Defense (RMD), reporting to the Tactical Strike Product Area Senior Director. The Program Director is responsible for successfully leading, executing and growing a family of programs. This position requires strong proficiency in leading cross functional teams, managing a large program to include driving communication of project goals/objectives/decisions and results to team, customers and leadership. This role will also partner with senior leadership to develop strategy, growth, program execution, and risk mitigation plans.

This role will work across all functional organizations to lead the program and ensure the timely delivery of products and services in accordance with the contract(s). Furthermore, this role must: establish milestones and monitor adherence to program master plans and schedules, develop control systems and reports that accurately measure progress, identify potential problems in sufficient time for corrective action to be taken, and ensure the delivery of company's contractual commitments. This role will be responsible for developing the growth strategy, establish and maintain key program metrics, define program milestones/critical path/tactical direction and perform to program budgets and schedules ensuring program meets customer's needs and business obligations.

The individual will have to communicate with external parties not employed by RTX including customer base, vendor and other government employees. This person will negotiate and influence potential customers for purposes of growth to the business. This role is expected to support proposal activities for follow-on work and establish investment strategies. This will enhance the development of the strategies, manufacturing plans/roadmaps, advancement of next generation technology, and promoting future growth for the Griffin, HARM, Maverick and Paveway programs.

*This position can be located at any RMD facility. Must be able to travel frequently both domestic and international.*

Required Skills:
  • Minimum of 14 years experience; preferably with significant program management, business growth, and operations experience
  • Experience managing multiple programs; both small to large portfolios to include managing risk, cost, quality, and schedule performance
  • Experience with ITAR, licensing, and compliance requirements
  • Must have experience with missiles, components of missiles, and missile subsystems to include RF systems, power systems, or propulsion systems
  • Experience working with major subcontractors on development and significant engineering work
  • Existing DoD Secret Clearance (Top Secret preferred)


Required Education:
  • Bachelors degree (concentration in Engineering, Science, or Mathematics preferred), Masters degree preferred

Desired Skills:
  • Experience and demonstrated success managing change, building teams in a matrixed organization, developing leaders and mentoring others
  • Must have experience communicating complex technical knowledge to the technical community outside of business to include customers and vendors
  • Demonstrated success in strategic planning and ability to analyze and evaluate missions, requirements, technologies and capabilities
  • Understanding of the DoD acquisition environment and processes, along with USN and/or other service branches programs (large programs preferred)
  • Raytheon Technologies Program Management Certification Level 3 (or external equivalency), with ability to obtain higher Raytheon Technologies program management certification as required
  • Demonstrated large/complex program execution experience managing program staffing, assignments and resources
  • Demonstrated understanding of engineering design, discipline, processes, and development execution
  • Strong proficiency in partnering in matrixed organizations such as finance, contracts, engineering, and supply chain
  • Strong proficiency in developing and presenting Strategic Plans, AOP, Technology Roadmaps, and planning to senior management, and responsibility for executing approved plans
  • Ability to manage, track and report metrics and progress through EAC reviews, PPR's, FPR's, CPR's, and finance reviews or equivalent process review
  • Ability to mentor early career team members
  • Ability to focus, evaluate, motivate and reward the teams, enabling them to achieve desired results
  • Project Management Professional Certification (PMP)
  • Working knowledge of US and international requirements and acquisition processes
  • EVMS Certified
  • International program experience


This position requires the eligibility to have or obtain a security clearance. Non-US citizens may not be eligible to obtain a security clearance. The Defense Industrial Security Clearance Office (DISCO), an agency of the Department of Defense, handles and adjudicates the security clearance process. Security clearance factors include, but are not limited to, allegiance to the US, foreign influence, foreign preference, criminal conduct, security violations and drug involvement. Employment is contingent on other factors, including, but not limited to, background checks and drug screens.

This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization.
