Program Director for Weapon Simulation and Computing - Active Security Clearance Required

We have an opening for Program Director for the Weapon Simulation and Computing (WSC) program within the Weapons and Complex Integration (WCI) directorate. WSC is responsible for providing the simulation capabilities needed in support of the Weapons Program at LLNL, including the procurement, siting and maintenance of High Performance Computing (HPC) platforms, the planning, development and maintenance of HPC facilities and the development and support of simulation tools. It is a roughly $400M/year program with approximately 300 employees. WCI is a complex, multi-discipline program directorate with a $1.5B annual funding portfolio supporting over 2,000 employees. As a member of the WCI senior management team, you will be expected to participate in WCI strategic planning and the execution of WCI plans and priorities. You will interact with WCI program personnel, high-level internal managers, partner laboratories, NNSA/DOE, external sponsors, partners & vendors, Laboratory support organizations, and LLNL senior managers. You will report to the WCI Principal Associate Director.

In this role you will

  • Understand the WCI, LLNL and national user community needs and ensure that WSC Program strategic planning, budgeting and execution meets the timely delivery of commitments to WCI, LLNL, NNSA, DOE and other customers.
  • Serve as the LLNL NA-114 Executive. In this capacity and as WSC PD, establish and maintain a positive, trusting relationship with NNSA HQ, NA-114 in particular, and be responsible for effectively representing LLNL concepts and issues with HQ leadership, and playing a driving role in the NNSA HPC strategy and execution.
  • Establish a broad set of positive relationships with the national HPC vendor community, and the DoE Office of Science community, and represent LLNL and NNSA goals, plans and interests with technical depth and authority.
  • Plan and envision HPC technological evolution and steer WSC investments to promote technological advancement to enable LLNL to stay a premier global HPC center throughout the future decade
  • As a key member of the WCI senior management team, actively participate in establishing WCI program strategies and policies, and represent the WSC and WCI program to all internal and external stakeholders as required, including preparing and giving presentations
  • Develop and promote trusted partnerships and collaborations within LLNL, supporting the advancement and delivery of institutional computing and the health of the laboratory science and technology base.
  • Manage and develop a team of Senior WSC Management staff that foster a work environment that stimulates, broadens, and retains high-quality personnel while managing and communicating program objectives, accomplishments, and plans to the WSC workforce and internal and external stakeholders.
  • Develop and implement plans to promote culture, diversity, equity and inclusion.
  • Perform other duties as assigned.

  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at the time of hire.
  • PhD in physics or computing or a related technical field, or the equivalent combination of education and related experience.
  • Significant experience and expertise in computer technologies and experience or understanding of computational physics and engineering as it applies to WCI and the LLNL weapons program.
  • Extensive experience effectively interacting and negotiating at the executive level with internal and external managers, the national HPC vendor community, and other national laboratories, leading to win-win situations and influencing change at the senior executive management levels.
  • Extensive leadership and management experience in a high-technology research and development environment with extensive experience directing Technical Managers, including the ability to delegate effectively and to lead, motivate, and build complex interdisciplinary teams to work collaboratively toward programmatic, institutional and national goals.
  • Extensive experience in the development and implementation of strategic plans including the management of a significant technical portfolio and budget, balancing the needs of research, infrastructure, delivery, innovation and risk.
  • Expert analytical, problem solving, decision-making and organizational skills necessary to independently advise, recommend and approve appropriate actions and implement solutions.
  • Expert communication skills, both written and verbal, necessary to effectively explain, present, negotiate, advise, and influence all levels of management, government officials and other external stakeholders.
  • Extensive experience sustaining productive relationships with other divisions, directorates, laboratories, UC, NNSA management, other institutions across the DOE and DoD enterprise, and external advisors and reviewers.
  • Experience in maintaining a strong safety and security culture in the workplace while simultaneously meeting programmatic and institutional deliverables and requirements.
  • Demonstrated leadership and commitment to diversity and fostering an inclusive and equitable organization.

Qualifications We Desire

  • Familiarity with national-security policy issues and with Laboratory and external contacts working these issues.

  • Familiarity with LLNS and Department of Energy policies and procedures

  • Familiarity with the design and development of nuclear weapons and knowledge of WCI and the LLNL weapons program

LLNL is a Department of Energy (DOE) and National Nuclear Security Administration (NNSA) Laboratory.
